- The U.S. Army Contracting Command � Aberdeen Proving Ground (ACC-APG), Natick Division in support of the U.S. Army Combat Capabilities Development Command � Soldier Center (DEVCOM-SC) intends to award a Firm Fixed Price contract on a sole source basis to Proto Manufacturing Inc., located at 12350 Universal Drive, Taylor, MI 48180, under the authority as prescribed in FAR 13.106-1(b)(1). Proto Manufacturing Inc. is the only known vendor offering Glancing Incidence Package (multilayered X-ray parallel beam optic and long Soller slit) with manufacturer required Service Engineer installation for X-ray beam alignment, instrument calibration, and standard preventative maintenance actions.� Training on the proper user-level component installation, alignment, operation and data collection using the Glancing Incidence Package is provided. Due to the known patented designs, and required safety inspections for a radiation producing instrument, the purchase of the Glancing Incidence Package and the Service Engineer installation must be performed by the manufacturer Proto Manufacturing. The Glancing Incidence Package includes the necessary X-ray parallel beam optics and long Soller slit to enable accurate X-ray beam alignment to be used with the existing capillary tube/fiber/film sample holder attachment for the AXRD X-ray diffractometer.� If denied, the ability to research cutting edge materials for Soldier Lethality/Survivability in the fiber/film/capillary tube sample form-factor cannot be performed. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 1000 employees. THIS IS NOT A REQUEST FOR PROPOSALS.
