- Update 6/15/2023: A solicitation amendment has been released and will be posted to the Bidder's Library ASAP.� The purpose of this amendment is to extend the proposal due date by 15 days.� An additional amendment is forthcoming that addresses submitted questions and will also include a Q&A; however, those are not included in this initial amendment. The purpose of this posting is to release the official solicitation N00024-23-R-5508 for FY24-28 AN/SPQ-9B Design Agent/Technical Engineering Support. NAVSEA intends to award one Cost Plus Fixed Fee (CPFF) contract resulting from this solicitation, with a base year and four one-year options. IMPORTANT: In order to be considered for contract award, each company must have a SECRET facility clearance by the time of award. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary, although the Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. There will be no classified attachments for the solicitation phase. Distribution Statement D technical documents and other Government Furnished Information for the solicitation phase will be provided in a library (referred to as the ""Bidder's Library""), located on the Naval Systems Engineering Resource Center (NSERC) website, with restricted access. NSERC ACCESS: Offerors will be required to have an NSERC account to gain access and view the documentation in the Bidder's Library. Attachments of this solicitation notice provides Offerors with the necessary steps to obtain both an NSERC account and approval to access to the Bidder's Library. This solicitation notice is being posted to the sam.gov�page. Sam.gov is the single point of entry for posting of synopsis and solicitations to the internet. Hard copies of the solicitation will not be provided or mailed. Interested offerors should monitor the Sam.gov page for any further updates.�Since this solicitation, and any applicable amendments, will be issued electronically, the�Government is under no obligation to maintain a bidder's mailing list.
