- THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE-DOILFBO230048 The U.S. Department of the Interior (DOI), Bureau of Land Management (BLM) intends to issue a firm-fixed-price award to a single source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to E&E News (Politico, LLC). This requirement is for subscriptions to E&E News' five publications: E&E Daily; Climatewire; Energywire; Greenwire; and E&E News PM. Based on the market research conducted, only E&E News can provide access to the aforementioned resources, which will provide vital information to the BLM. The anticipated period of performance is a one-year base period and four, one-year option periods. E&E News is an American news organization that covers energy, environmental policy, climate change, markets, and science. It is a web-based, 508 compliant, service that provides up-to-the-minute, mission-critical information on developments across a combination of issues. E&E News issues users personal codes to access the publications on their desktop or mobile devices as well as customizable email alerts. These publications will provide comprehensive and up-to-date information that will impact BLM's day-to-day operations and decision-making capabilities, which ultimately influence the agency's ability to meet its mission. The North American Industry Classification System (NAICS) code for this requirement is 513120-Periodical Publishers. This notice of intent is not a request for proposals or quotes. Any questions regarding this notice must be submitted in writing via e-mail to the Contracting Officer, Judy Chamberlin at jchamberlin@blm.gov. Any vendor who believes it is capable of meeting the requirement as stated herein may submit a response, which will be considered only if received NO LATER THAN 15 days from this posting date. Responses to this notification must be in writing and submitted by email. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
