- This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is Far 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" USACE, Baltimore District intends to sole source the Construction Phase Support Services for the Repair of Building 2444, INSCOM Headquarters - Sensitive Compartmented Information Facility (SCIF) Secured, Administration / Operations Facility (SAOF) � Phase 4 NOLAN Building Renovation to Jacobs Engineering. To date, Jacobs Engineering has served as the designer of record for this project since 2016. They prepared the design analysis, specifications, construction drawings and cost estimate under IDIQ Contract No: W912DR-16-D-0008 Task Order Contract No: 0003. This base contract is expired but the task order is still valid. However, the task order has exceeded the 5-year window and there is no longer capacity on this IDIQ to support these construction phase services. INSCOM has requested the USACE, Baltimore retain the design support services by Jacobs Engineering, during the implementation and management of the construction contact PROJECT DESCRIPTION:� This project will be executed for INSCOM by the United States Army Corps of Engineers (USACE). The construction of the complete renovation of the existing 235,000 sf Nolan Building (Building 2444) which consists of four stories, two of which are sub-grade levels.� The Nolan Building was constructed in 1989 as the headquarters of the U.S. Army Intelligence and Security Command (INSCOM).� Project includes comprehensive interior and exterior demolition. New construction includes SCIF and non-SCIF sections of office and administration areas, open office suites, training areas and classrooms, conference areas, reprographics area, and security lobby area.� Additional new spaces and facility/systems include toilets, stairways, elevators, general circulation, mechanical, electrical, plumbing, telecommunications/ data areas, building information systems (BAS), and fire alarm and mass notification system and Energy Monitoring Control Systems (EMCS) that require connection to the existing Phase 2/3 central system.� Supporting facilities include temporary construction vehicle access roadway and site security fencing, exterior pedestrian building entrance stairs, ramp, and landscaping, utility extensions, selective vehicular paving, parking and walkways, and restorative grading.� Unique features to be noted include but not limited to:� corridor connections with adjacent Phase 2/3 facility, AT/FP improvements to the existing superstructure, exterior building envelope, minor additions to the current building (pedestrian bridges and reconfigured entrance lobby roof), storage and reuse of selective existing HVAC chillers, sequencing of this work with existing adjacent occupied (Phase 2/3) facilities due to interdependency of existing egress stairways, identified contractor staging and laydown area, and site specific security requirements. THIS PROJECT IS A FULL DESIGN. The following Design Services are needed: The following Post Construction Support Services/Title II services are required: Review of Shop Drawings and Submittals (with renewable option for additional review) Site visits during construction (with renewable option for additional visits) Answering of Requests for Information (RFIs) (with renewable option for additional RFIs). Technical assistance services (with renewable option for additional assistance) Commissioning Support Customer Funded Technical Assistance (with renewable option for additional support) Extended BIM Support (with renewable option for additional support) Reimbursable Travel On-Site Representation - S&A LEED documentation review services This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is anticipated that award will be made, within approximately thirty (30) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. The approved Justification and Approval, (J&A), for this procurement will be posted following the closure of this notice.
