Description
NOTICE OF INTENT TO SOLE SOURCE. This is not a request for competitive proposals/quotes. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), hereby announces its intent to issue a sole source order/contract to Ansys INC. The NAICS code for this acquisition is 513210, Software Publishers, with a size standard of $47.0 million dollars. Background: �ANSYS, Inc. has a long history of supplying, maintaining, and upgrading Finite Volume Analysis (FVA) software. NIOSH has purchased and utilized ANSYS, Inc. software in the past and is currently using the software in multiple projects. ANSYS software has been used in the past when FVA is the optimum choice for the fluid being modeled. From a respirable particle control perspective, it is most useful for modeling ventilation airflow, particularly different species of gases and various sizes of particles in airflow. With the continued ANSYS FLUENT software maintenance and service, it will tie in well with research activities within HHPB, for example, to combine the efforts in float dust control, respirable coal dust control and dust sensing and control for metal/nonmetal mining projects. This will also result in increased cross branch collaboration between projects, i.e. computational fluid dynamics study in point-of-use ventilation systems project. This will facilitate a broader impact of the results of the research. The vendor will provide licenses for the following Ansys software: Space Claim with TECS (2 licenses), HPC with TECS (9 licenses), Geometry Interface for Autodesk with TECS, Design Modeler with TECS, CRD PrepPost with TECS, CFD Premium Solver with TECS (2 licenses), CFD Premium with TECS, Mechanical Enterprise with TECS, and Mechanical Enterprise Prep/Post with TECS. Period of Performance will include one 12-month base period and two 12-month option periods. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov. This action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This is not a request for competitive quotations; however, the Government will review any/all product, capabilities, and pricing information submitted prior to the closure of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
