- Description
- The U.S. Army Corps of Engineers Research and Development Center (ERDC), Coastal and Hydraulics Laboratory (CHL) and Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to CENTAURI, LLC (Cage 1JSR9) for updates to topographic processing software. The CHL and the GSL of the ERDC is engaged in an ongoing development of the Littoral Imaging System (LIS) to support DoD littoral operations. The LIS is a small Unmanned Aircraft System (UAS) that can estimate bathymetry, topography, and Modified Surf Index (MSI). Data is processed post flight via a custom GUI software. This effort requires support for software previously developed, called HEPCAT, and CHL and GSL are coordinating on this effort, given the close relationship to technology developed within the Military Engineering program. HEPCAT software is used by ERDC�s LIS, a small UAS that can estimate bathymetry, topography, and Modified Surf Index (MSI). HEPCAT is presently only able to ingest data from the custom LIS-Visible band payload, however, the sponsor is requesting capability using only Commercial-of-the-Shelf (COTS) hardware due to UAS certification issues. Therefore, ERDC is updating LIS software to accommodate this new payload and needs the HEPCAT software to be updated to include processing of these data. CENTAURI developed the HEPCAT software and is thus the only entity that can make the necessary required updates to deliver the LIS prototype to the U.S. Navy Beach Masters. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 541519 (Other Computer Related Services) with a size standard of $30M. This notice of intent is for information purposes only. � This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
