Description
Project Title:� Radiology Interpretation and Training Services for New Mexico VA Healthcare System (NMVAHS). � The Government hereby submits a notice of intent to award a sole source firm-fixed-price indefinite delivery / indefinite quantity (IDIQ) contract for Radiology Interpretation and Training services for the NMVAHS Radiology Department. The Contractor shall provide Board Certified/Board Eligible Abdominal/GU, Breast Imaging, Cardiovascular, General, Nuclear Medicine, Muscoskeletal, Thoracic and Neuroradiology Radiology Physician Services on site in accordance with the specifications of the Performance Work Statement to beneficiaries of the Department of Veterans Affairs (VA) and the NMVAHS. The VA Radiology Services follow the standards & guidelines set forth by American College of Radiology (ACR). The contractor providing� onsite radiology interpretation services shall provide services that meet or exceed the American College of Radiology Guidelines http://www.acr.org/Quality-Safety/Standards-Guidelines/Practice-Guidelines-by-Modality/Interventional. In addition to, the Contractor shall provide Education and Supervision of Health Profession Trainees (HPTs): Per the guidelines dictated by the VA Office of Academic Affiliations (OAA) Directives and health professions education (HPE) accrediting agencies, the contractor performing the services of the contract will be responsible for the education and supervision of HPTs. Contractor shall provide an academic environment conducive to the training and professional development of HPTs rotating through the Radiology Service in accordance with current VA, accrediting agency, and JC equivalent compliance guidelines. The Contractor shall meet the educational objectives of the training program. The Contractor may provide practice-based learning opportunities and/or didactic teaching to HPTs. The Contractor shall provide supervision of HPTs in accordance with current VA, accrediting agency, and JC equivalent compliance guidelines. The Contractor shall ensure HPT supervision in accordance with VHA Directive 1400.01, Supervision of Physician, Dental, Optometry, Chiropractic, and Podiatry Residents, and VHA Handbook 1400.04, Supervision of Associated Health Trainees. The Contractor shall be responsible for overseeing HPTs� acquisition and demonstration of knowledge, skills, attitudes, and professionalism while the HPT participates in patient care. The Contractor shall be responsible for periodic evaluation of HPTs and the training program as required by accrediting agencies and program letters of agreement. NAICS: 611310 - Colleges, Universities and Professional Schools Product Service Code: Q522 � Medical - Radiology Location: New Mexico VA Healthcare System located at 1501 San Pedro Dr SE, Albuquerque, NM 87108 Period of Performance: This effort will be five (5) years with five (5) one (1)-year options, total of 10 years. � This sole source contracting action is pursuing a waiver from acquiring these services on a competitive basis pursuant to FAR 13.106-1(b)(2) for the aforementioned requirement based on the application of FAR 6.302-1(b)(1)(i). This hereby constitutes a synopsis of the action proposed in this announcement. In addition to, the Department of Veterans Affairs (VA) health-care resources (HCR) sharing authority pursuant to 38 U.S.C. 8151, 8152, & 8153 pertains to the Department�s authority to buy, sell and share HCR (hospital care and medical services). 38 U.S.C. 7302 defines the educational institutions that may be affiliated with the Department. If an educational institution or health-care provider falls within this definition, the Department may enter into contracts on a sole source basis. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission or objective. The determination not to compete this proposed contract action is solely within the discretion of the Government. �Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. �The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. This is not a solicitation.
