- This Notice of Intent # 1232SA23Q0088 replaces Sources Sought Notice # 1322SA23Q0077. United States Department of Agriculture (USDA), Economic Research Service (ERS), intends to award on a sole source basis a Firm Fixed Price purchase order to Clarivate Analytics, LLC. The North American Industry Classification System (NAICS) code for this requirement is 513210 � Software Licenses with a Size Standard of $47 million. Clarivate Analytics is the primary contractor that sells EndNote Licenses. An individual license may be purchased through a reseller as a Clarivate off the shelf product, but ERS needs a site license that can only be purchased through Clarivate. The site license supports multiple users versus individual ones. EndNote software site licenses are proprietary and only available from Clarivate Analytics. Clarivate Analytics is the original equipment manufacturer for the software and owns the copyrighted license source software with all legal rights, privileges, and ownership contained therein. No other source or competitor may legally modify or change the software, nor would they have access to the source code to do so. Period of Performance: Base Yr. - 09/16/2023 through 09/15/2024 Opt. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
