- Combined Synopsis/Solicitation Notice Combined Synopsis/Solicitation Notice Page 3 of 3 This is a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This RFQ is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). All respondents must have an active registration in the System for Award Management at www.sam.gov. Interested SDVOSB must be listed as verified on the Vendor Information Pages (VIP) database located at Veteran Small Business Certification (sba.gov) to receive contract awards under the Veterans First Contracting Program. Department of Veterans Affairs, Network Contracting Office 17, is soliciting offers The procurement is for Guest WiFi and Internet Service Provider for five clinics within the Veterans Affairs Texas Valley Health Care System. The contractor shall provide all personnel, labor, supervision, management, supplies, tools, equipment, parts, materials, transportation, shipping & delivery, and all other items and services necessary to provide and maintain Guest Wi-Fi & Internet Service Provider (ISP) services for Texas Valley Coastal Bend Veterans Health Care System (TVCBVHCS) clinics. Technical questions shall be accepted by the Government in writing via email only no later than June 29, 2023 at 11:00 PM Central Standard Time (CST). Please ensure the email subject line states, Technical Questions 36C25723Q0993 VCB Internet and WiFi Service and send to Kathryn Prose, Contract Specialist, at kathryn.prose@va.gov. Please include in your questions the section of the solicitation/page number that your question is referencing. The Government reserves the right to not answer questions not meeting this timeline if doing so would result in an amendment requiring an extension of the solicitation and to extend would not be in the best interest of the Government. All responses to questions, which may affect offers, will be incorporated into a written amendment to the Request for Quote. Award will be made to the offeror proposing the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors and sub-factors described below. The Evaluation Factors are listed in descending order of importance with Factor 1 (Technical) being most important, Factor 2 (Past Performance) of slightly less importance, and Factor 3 (Price). The Technical and Past Performance factors, when combined, are more important than the Price Factor; however, the Price Factor will contribute substantially to the selection decision.
