- The Department of Veterans Affairs has a requirement to establish a new single award Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Asbestos Containing Materials Testing and Monitoring at the Clement J. Zablocki VA Medical Center, Milwaukee, WI. This requirement engages a contractor to provide project oversight during planned abatement activities. Provide Asbestos Project Manager/Air Sampling Profession (APM/ASP) to perform project oversight, and asbestos air monitoring and clearance sampling for planned abatement activities. All APM/ASP services shall be conducted in accordance with all applicable and current Federal and State of Wisconsin Department of Publish Health regulations for asbestos abatement. This requirement is for abatement testing and monitoring only. The abatement testing and monitoring contractor cannot also be the abatement (removal) contractor. All work under this IDIQ will be for the Clement J. Zablocki VA Medical Center, Milwaukee, WI. The solicitation, specifications and drawings will be posted on www.SAM.gov. There will be a pre-bid conference held for this project and all prospective bidders are strongly encouraged to attend. Details of the pre-bid conference will be included in the solicitation package. The North American Industry Classification Code (NAICS) for this procurement is 541620, Environmental Consulting Services; small business $19 Million size standard applies. Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the CO that it is a (1) SDVOSB eligible under VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB listed as verified in VIP database at: https://www.vip.vetbiz.gov. The solicitation will be issued on or about July 10, 2023 with proposals due on or about August 4, 2023. The offeror is responsible to monitor and download any amendments from www.SAM.gov which may be issued to this solicitation. The Period of Performance is a Five(5)-Year Ordering Period. The maximum contract value is $750,000.00 and the minimum contract value is $2,000.00. The North American Industry Classification Code (NAICS) for this procurement is 541620, Environmental Consulting Services; small business $19 Million size standard applies. Contractors that provide a bid in response to 36C25223R0084 need to complete VAAR 852.219-77 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction. A signed certification must accompany the bid to be considered for award.
