- UPDATED 20-JUNE-2023 to include clause 52.204-27, Prohibition on a ByteDance Covered Application, to this solicitation. See attached solicitation amendment.� This is a solicitation for non-commercial services. Supervisor of Shipbuilding Groton intends to award a firm fixed price (FFP) purchase order, with two options, for Marine Chemist Services to be performed at the Naval Submarine Base, New London, located in Groton, Connecticut. Solicitation Number: N62789-23-Q-0017 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC-2022-03, with an effective date of 2 MAY 2023.� This solicitation will be unrestricted. NAICS CODE: 541690 Size Standard: 19,000,000.� Period of Performance: This contract will be established for a one (1) year base period with two (2) one-year option periods to be established at the time of award. Base -�PoP: 15-Sept-2023 through 14-Sept-2024 CLIN 0001: Marine Chemist Services - up to 20 Visits on Units (submarines and floating dry-dock moored at Naval Submarine base, New London). CLIN 0002: Additional Site(s) - 10 (maximum of ten (10) additional spaces/tanks/compartments are allowed for the duration of the order, however, no more than 2 additional spaces/tanks/compartments are allowed per visit). CLIN 0003: Standby time while performing chemist duties - 12 hours (a maximum of twelve (12) hours standby time while performing Marine Chemist duties is authorized under this order). Option 1 - PoP: 15-Sept-2024 through 14-Sept-2025 CLIN 1001:�Marine Chemist Services - up to 20 Visits on Units (submarines and floating dry-dock(s) moored at Naval Submarine base, New London). Evaluation of all line items will not obligate the Government to award all line items. Contractor shall be located within a two (2) hour travel radius from New London Submarine Base, Groton, Connecticut. Quotations are due prior to 5:00 p.m. EST, 17 JULY 2023. Offerors are advised to submit electronic documents early and confirm successful transmission/receipt.� The System for Award Management (SAM) is a Government maintained database of companies wanting to do business with the Government. A firm must register and have an active registration in SAM in order to receive a federal award. Register at: https://sam.gov/SAM/pages/public/index.jsf The Government reserves the right to award one line item, all line items or any combination thereof. If multiple line items are awarded, costs/prices for each line item will be totaled and the award amount will be based on that total.� The Award will be made to the responsible offeror, whose offer, conforming to the solicitation, is determined to be the best overall value; price and other factors considered. In determining the best overall response, the combined non-cost/price factors are more important than the cost/price factor; however, cost/price remains a significant factor. The Government may select for award the offeror whose price is not necessarily the lowest, but whose technical proposal is more advantageous to the Government and warrants the additional cost. Offerors must satisfy the requirements described in the performance criteria (see also attached specification), as well as other RFQ requirements.
