- This is a Request for Information (RFI) as part of the Government�s market research to finalize our requirements and acquisition strategy. The information gained from this RFI may lead to additional RFIs, one-on-one meetings, or a draft Request for Proposal posted for additional feedback.�� Attachments: Threshold and Objectives Requirements Matrix Q&A Template READ THE FOLLOW RFI & INSTRUCTIONS FOR RESPONDING IN IT�S ENTIRETY TO ENSURE COMPLIANCE Attachment 1 is Restricted Access (See process below to gain access).� A Special Operations Rapid Requirements Document (SORRD) for a Tactical High Throughput Data Device was approved by the SOCOM VCDR. This is rapid prototyping SORRD for a new high throughput data device that will be used primarily for data communications and provide local MANET and routing services. The intent of the SORRD is to incorporate a high throughput data device under a rapid requirements initiative that compliments the current suite of SOF radios and enables operators to tailor their communications package to meet specific mission requirements and offers enhanced mission and operational choices. Specifically, SOCOM is seeking a device that meets all threshold requirements within the timelines specified in the SORRD for Initial Operating Capability (IOC) (approx.1,619 by FY 26) and Full Operating Capability (FOC) (Approx. 3,235 by FY27). Restricted Access (RA) Instructions:� The only way to initiate the verification process and gain explicit access to the controlled portion of the RFI documents is to request via email to the POC outlined below.� Interested vendors need to ensure their SAM account has their current Cage Code and correct Vendor information attached to their profile. To gain RA to the controlled RFI information, offerors must request RA to the document(s) along with their Cage Code to the Contracting Officer below via email so USSOCOM Security can verify proof of a SECRET Facility Clearance AND SECRET Level of Safeguarding.� This precaution has been established to limit the dissemination of sensitive and/or controlled unclassified information (CUI), and proof of SECRET Facility Clearance and SECRET Level of Safeguarding are required for this effort.� Under no circumstance will interested Prime Contractor Offerors be able to utilize a potential Sub-Contractor's Storage and/or Safeguarding capability as proof of Storage and/or Safeguarding capability. If you believe information within the NISS to be incorrect or non-current, contact your Defense Counterintelligence Security Agency (DCSA) Field Office to resolve. Contracting Officer:� Deanna Grimshaw, deanna.grimshaw@socom.mil ��� Specific Note:� Verification can take up to 1 business day to process.� Requests for RA received on a Friday after 1200 EDT will not begin verification until the next business day. Questions regarding this RFP must be emailed (in writing and using RFI Attachment 3, Q&A Template) and submitted to the Contracting Officer. Oral requests (e.g. phone call) for information will be re-directed to provide email correspondence (using the Q&A Template), for documentation purposes. Individual responses to inquiries will not be provided. If it is necessary to include proprietary or source selection sensitive information in the template, it must be marked appropriately as outlined within the Template instructions. All questions and answers may be provided to all potential offerors unless properly marked. Interested parties shall respond by the due date outlined below. All responses shall be provided utilizing RFI Attachment 1 Threshold and Objectives Requirements Matrix, that maps the proposed device capabilities to the Threshold requirements. The submission shall clearly indicate whether the proposed device does not meet or meets each Threshold and Objective requirement defined in the attachment. Additionally, each response should be accompanied by a brief description detailing either how it currently meets, or what the current limitations are to being able to meet along with an estimated timeline for completion as depicted in the attachment. NOTE: There are 2 options depicted for the Encryption Threshold/Objective. They vary based on use cases as described within each option. Both options should be completed. Additionally, some of the Threshold/Objective descriptions include notes with additional instructions regarding the level of detail required within the responses. Therefore, please ensure all responses take the notes into account. Finally, in addition to the completed Attachment 1, Matrix, interested offerors shall provide detailed product specifications, including pictures/illustrations, verifying the stated technical maturity of the proposed data device. Responses shall be submitted electronically through the Department of Defense Secure Access File Exchange (DoD SAFE) (https://safe.apps.mil/) no later than Thursday 27 July 2023, at 5:00 p.m. Eastern Standard Time. Potential offerors will be unable to upload to the site until the Contracting Officer sends a �Request for Drop-off� email. The email notification shall include: ����������� Company Name and Cage Code ����������� One Company Point of Contact (POC) to receive the �Request for Drop-off� email and their respective contact information, to include email address and phone number If providing questions that include CUI: 1. Must be sent via encrypted email and properly marked OR 2. Sent via electronically through the DoD SAFE as outlined above.
