Description

The 502d Contracting Squadron intends to issue a sole-source award to the National Institute of Building Sciences (CAGE Code:�6S481),�1090 Vermont Ave. NW, Suite 700, Washington, DC 20005 for the purchase of license access to ProjNet-DrChecks, Large ProjNet, for the 802d Civil Engineering Squadron (802 CES) at Joint Base San Antonio (JBSA). The National Institute of Building Sciences is the sole provider of this license access. ProjNet-DrChecks is required by 802 CES Engineers and Project Managers at JBSA for the continuation of oversight, review management, and secure exchange of project documents and communiations for their military and civil design-build projects portfolio across JBSA. To ensure continuity and no lapse in service, the Government intends to solicit and negotiate with only one source, SciAps Inc., under the authority of FAR 13.106-1(b)(1)(i). In accordance with FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, the Contracting officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).This notice of intent is neither a request for competitive quotes nor a solicitation for offers.�Interested persons may identify their interest and capabilities for fulfilling this requirement. Information received will be considered for the purpose of determining whether to conduct a competitive requirement and is solely within the discretion of the Government.
