- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to solicit and award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The United States Holocaust Memorial Museum intends to solicit and award a sole source contract for expert program coordination services for the Levine Institute's Education Initiatives State Outreach program, in support of the implementation of the Never Again Education Act. to Levere Consulting, LLC. The anticipated period of performance will be from the execution of the contract to March 31, 2024.� This notice of intent is NOT a request for proposals or quotations. Any individual or firm who believes that they can provide the services as detailed below should contact Chris Guy, Procurement Director at cguy@ushmm.org.� Description of Services The State Outreach Coordinator contractor will be responsible for coordinating aspects of the Museum�s work in developing sustainable structures and relationships with state and district-level curriculum leaders in order to: 1)� Build awareness about Holocaust education resources, including local Holocaust centers, to support the distribution of resources and training for teachers; 2) Facilitate development of collaborative relationships within each state that support Holocaust education; and 3) Foster commitment to teacher training and the integration of the Holocaust into curricula and into state and district requirements. The primary result of these efforts is to ensure that support for teaching about the Holocaust is sustained for the long term in all 50 states, particularly in communities lacking quality Holocaust education (collectively, the �Project�).� Key Project responsibilities include: Implement key strategies and tactics within the State Outreach program aimed at raising awareness and building relationships with key stakeholders in Holocaust education across the country. Support the work of the State Outreach team, including the co-leads, subject matter experts, sponsor, as well as Museum�s leadership in developing and implementing outreach to educators in all 50 states. Coordinate and maintain aspects of Museum outreach and communication to teachers, Holocaust centers, and education leaders and stakeholders in designated states.� Determine needs in various states related to Holocaust education resources and trainings Design processes and plans for tracking, reporting on, and disseminating information about Holocaust education at the state and district level in all 50 states. Manage Project timelines, priorities and record keeping and data tracking related to Project implementation. Contribute to the development of state profiles of Holocaust education that identify each state�s resources, activities, use of Museum resources and support for educators. Evaluate the effectiveness and impact of the program�s strategies and tactics and change over time. Contribute to the development of possible approaches for sharing information related to advancing the field Attend and present at the Museum�s virtual and on-site professional development trainings for educators to support the development of relationships with key stakeholders in Holocaust education. The contract to be awarded may necessitate travel to Washington DC as well as nationwide to meet with key partners and stakeholders. Contractor shall bill any mutually-agreed upon travel expense incurred during the performance of contractual duties to the Museum as a reimbursable expense in accordance with the Museum�s Travel Policy.� Minimum Professional Qualifications for the Contractor At least 5 years of experience leading educational programs in a school or museum. At least 5 years experience planning and implementing educational outreach to audiences. Basic understanding of the Holocaust and events preceding it, both in Europe and the United States. Demonstrated experience tracking, reporting on, and disseminating data. Demonstrated ability to work both independently and as part of a team. Excellent verbal and written communication skills.� Ability to travel domestically as needed for the Project. Preferred Professional Qualifications for the Contractor Bachelor�s degree in history, education, Holocaust or genocide studies or a related field. Demonstrated knowledge of the history, purpose and mission of the Museum, of the various functions and programs of the Museum, and of the purpose of the Levine Institute and the role it fulfills in providing the complete Museum experience. Demonstrated experience successfully partnering with national organizations for educational purposes. Demonstrated experience tracking, reporting on, and disseminating data for an educational purpose. Familiarity with the Museum�s educational approach and educational resources for secondary educators and students. Project management training or experience. Familiarity with technologies and tools used in project management and project team communications such as Trello, Google Suite, and Slack. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
