Description

PTAG Part 6.1.1 Synopsis � Intent to Sole Source The United States Patent and Trademark Office (USPTO), Office of Chief Administrative Officer (OCAO), has a requirement to hire a firm to provide professional architectural and interior design support services for the management of interior renovations, additions, repairs, and alteration projects through the support of two dedicated staff, and ad hoc support as projects warrant the need in support of the Agency�s mission and the Administration�s priority. This requirement is highly specialized and requires two Senior Designers and a Project Manager to conform with the applicable federal government regulations and policies, as well as other agency supplemental regulations and policies as appropriate. For this procurement, the USPTO is exempt from the Competition in Contracting Act (CICA) as the subject requirement is being procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C. 2(b)(4)(A). In accordance with PTAG 6.1.1 (b), the USPTO conducted market research which included polling other government agencies, posting a sources sought notice to eBUY and an internal review of previous successful firms which resulted in developing a pool of eight potential small business FSS firms who were solicited, and their responses evaluated for responsiveness, past performance, technical capability and pricing based on their FSS contracted rates. �� After this extensive review was completed, it was determined that only one of the respondents, The Building People, an 8A small disadvantaged business, would be able to meet the agency's needs and could be expected to provide the best overall value to the government. The Building People, LLC., 215 Depot Court SE, 3rd Floor, Leesburg, VA� 20175 [H294NPGNMEB5] provided a response which conveyed a proven and unique access to integrate technology, provide support and oversight in the development of design intent drawings, including the necessary treatments, plans and specifications that are needed to solve the complex challenges facing the agency. There were no other respondents with this focus, depth, and breadth of capability. �The USPTO requires a firm with this type of capability in order to be successful with this requirement. Consequently, per PTAG 6.1.1 (d) the USPTO intends to negotiate and award a firm fixed price contract with The Building People, LLC.
