SPECIFIC PROCUREMENT NOTICE (SPN) Country General information: Country: SENEGAL City/Locality: Dakar Notice/Contract Number: MCA2/2023/COMPACT/AC14&15/W08 Issue Date: June 13, 2023 Submission Deadline: July 31, 2023 Funding Agency: Millennium Challenge Corporation Buyer: Millennium Challenge Account Senegal II (MCA- Senegal II) Procurement name: Implementation of MV and LV infrastructure for rural electrification and improvement of the distribution network under the Access Project Type of procurement: Bid Solicitation Eligibility of Bidders: Contractors eligible and meeting requirements set forth in the Bidding Documents (BD) The Government of Senegal (�GoS�) has been selected for the Millennium Challenge Corporation (�MCC�) Grant (�Compact�) and plans to allocate a portion of the proceeds of funding to the payment of contracts for goods, services and works. The Compact includes an investment of about USD 550 million from MCC and an additional contribution of USD 50 million from the Government for a global amount of USD 600 million. It includes three major projects: ? The �Modernizing and Strengthening of Senelec Transmission Network� Project aims to provide quality electricity from low cost sources available for Senelec to meet the growing demand on the interconnected network in Senegal;? ? The �Increasing Access to Electricity in Rural and Peri urban Areas� Project aims to increase the quality electricity supply and demand in rural and peri urban areas in Senegal; ? The �Power Sector Enabling Environment and Capacity Development� Project has as objective to create an enabling environment to improve the financial viability and good governance of the sector for a better quality and quantity electricity supply. All payments made by MCA-Senegal II under the expected contract are subject, in all regards, to terms and conditions of the compact and related documents, including restrictions on the use and disbursement of MCC Funding. No party other than the Government and MCA-Senegal II shall have claims or rights from the Compact or the proceeds of MCC Funding. The Compact and related documents can be found on MCC web site (www.mcc.gov) and MCA web site (www.mcasenegal.sn). This specific Notice is a supplement to the general procurement Notice, issued on UNDB Online on March 15, 2023, DgMarket on March 20, 2023, as well as on the MCA Entity web site and local media (le Soleil and le Quotidien) on March 14, 2023. MCA-S�n�gal II invites eligible entities ("" Bidders "") to submit their Bids for the construction of MV and LV infrastructure for rural electrification and improvement of the distribution network as part of the Access Project. This Bid Solicitation includes two different lots: � Lot 1: ""CENTRAL Area"" Construction of MV and LV infrastructure for rural electrification of the central area (Fatick and Kaolack regions) and improvement of the distribution network as part of the access project. � Lot 2: "" SOUTHERN Area "" Construction of MV and LV infrastructure for rural electrification and improvement of the distribution network in the southern area (regions of Tambacounda, Kolda and S�dhiou-Kolda) as part of the access project. Further information on these works is provided in the Owner's Requirements, specifically in Section V of the Bidding Documents (BD). The Bid Solicitation is open to all eligible Bidders that want to submit a bid. Subject to restrictions set forth in these Bidding Documents, eligible entities can partner with other Bidders to optimize their ability to successfully implement the contract. A Contractor will be selected based on the Quality and Cost-Based Selection (""QCBS"") method which modifies the competitive bidding procedures described in the BD, in accordance with the MCC Program Procurement Guidelines available on MCC website (www.mcc.gov/ppg). The selection process, as described, includes the review and assessment of the Bidder qualifications and past performance, as well as a check of its references, before the contract is awarded. Note that prior to the submission of Bids, a conference will be held online on July 11, 2023, as specified in the Tender Data Sheet (""TDS""), Section II of the Bidding Document. Prior to this pre-conference, site visits will be organized according to the schedule outlined in the Data Sheet of the Bid Solicitation. The Bidders that want to submit a Bid are invited to register by email, mentioning their full contact details to the following address: MCA Senegal II Procurement Agency E-mail: idusmcasenegalpa@dt-global.com Copy to: bids@mcasenegal.sn Once registered, the Bidding Documents will be sent to you in PDF version. The registration of interested Bidders will enable them to be directly informed of potential additional information and/or updates of the Bidding Documents. Bids shall be submitted by email as specified in item IS 23.1 of the Tender Data Sheet not later than July 31, 2023 at 3 pm (Dakar/Senegal time). Note that only Bids transferred via the Dropbox link specified in the Data Sheet of the Bid Solicitation will be accepted. No other transmission medium is allowed. All Bids shall be supported by a Bid Bond in the format and for the amount specified in the Data Sheet of the Bid Solicitation. The original Bid Bonds will be physically deposited at the office of the MCA-Senegal II Procurement Agency (Immeuble Talix Rue 3 X B, Point E, Dakar) within the timeline specified in the Data Sheet of the Bid Solicitation.
