21 June 2023 update: This notice informs industry that the Government posted the final solicitation (RFP) on the RDC page on the classified ARC earlier today.� This notice also constitutes the third revision to the original synopsis posted on www.sam.gov, with an update made to item (9) to reflect the proposal submission timeline as follows:� (9) Closing Response Date: Proposals are requested IAW the instructions found in the RFP on the Classified ARC.�� From now on, the Government will only utilize the Classified ARC to post any additional updates regarding the RDC RFP. 10 May 2023 update: This notice is the second revision to the original synopsis posted on www.sam.gov, with updates made to item (9) to reflect a change in the proposal submission timeline and item (11) to reflect a change in the estimated ceiling as follows:� (9) Closing Response Date: Proposals are not requested at this time.� Proposals will be due approximately 30 days from RFP release; the RFP is expected to be posted sometime in May 2023. (11) Contract Award Dollar Amount: The estimated ceiling for the RDC multiple-award, ID/IQ is approximately $790 million. This notice also informs industry that the Government posted answers to the questions received from the draft solicitation (RFP) on the RDC page on the classified ARC earlier today.� Lastly, the Government requests all interested parties to provide their intention to propose as a prime contractor against the subject solicitation by sending an unclassified email to Mrs. Taylor Dunn at Taylor.C.Dunn@nga.mil and Ms. Danita Ladson at Danita.K.Ladson@nga.mil with the following information no later than 2pm ET on 16 May 2023: The name of your company A clear statement of your intention to submit a proposal as a prime contractor 13 April 2023 update: This notice is a revision to the version posted on www.sam.gov on 22 March 2023, with updates made to item (11) to reflect a change in the estimated ceiling and item (16) to reflect a change in the period of performance (ordering period), as follows:� (11) Contract Award Dollar Amount: The estimated ceiling for the RDC multiple-award, ID/IQ is approximately $690 million. (16) Description: See �Excerpts from Draft RDC ID/IQ PWS�.� The ordering period of the ID/IQ contract is intended to be a five-year base ordering period and a single two-year optional ordering period. This notice also informs industry that the Government posted the draft solicitation (RFP) for industry comment on the classified ARC earlier today.� Interested parties may submit comments/questions on the draft solicitation anytime through 2:00pm ET on 27 April 2023 only via the Q&A function on the RDC page of the classified ARC. Interested parties are encouraged to follow the instructions provided for setting up their ARC account in order to access the draft RFP documents (see original notice posted on 22 March 2023).� Note, if your company is interested in providing support as a subcontractor rather than a prime contractor, the Government has enabled the interested parties list on www.sam.gov so that companies can add themselves and signal to other companies they are looking to team.� All other details from the notice posted on 22 March 2023 remain unchanged. 22 March 2023: This notice satisfies the requirement to synopsize the Research Development Contract (RDC) IAW FAR 5.201(a) and (b)(1)(i) as well as represents the pre-solicitation notice IAW FAR 5.204.� It has been posted to the Governmentwide Point of Entry (www.sam.gov) IAW FAR 5.201(b)(1) and NGA NARI 5X05.201(a)(S-90).� This notice DOES NOT constitute a research and development (R&D) advance notice IAW FAR 5.205(a) � the Government�s market research has given NGA confidence that adequate competition is obtainable.��This notice does not constitute the solicitation; proposals are not requested at this time. RDC represents the follow-on effort to the majority of the requirements that currently fall under the RECON contract (GS00Q14OADU406/HM0476-18-F-0198) with Booz Allen Hamilton.� A sources sought notice was previously published on www.sam.gov related to the RDC effort using a notice ID of HM0476-22-R-1984.�� The notice ID for RDC has since changed to reflect the intended solicitation number of HM0476-23-R-0017.� The RDC scope is summarized as follows: perform research and development (R&D) to support NGA, NSG, and International Partner missions; develop and support testing of GEOINT R&D and pre-production software and hardware prototypes; insert developed technologies into Major System Acquisition (MSA) programs in development and operational systems; support testing of its own prototypes in relevant environments (R&D computer environment and operationally realistic field tests in various locations in the US and in allied countries); purchase support equipment, applications, and supplies needed to support testing, operations, and maintenance of its R&D and pre-production prototypes; and provide cloud environments for its contractors and other government and contractor personnel.� NGA Research is looking for developers who can conduct R&D and deliver GEOINT capabilities across key GEOINT technology areas (ex. foundational, geophysics, advanced phenomenologies (radar, spectral sciences and space), and analytic technologies) in response to mission requirements.� The RDC scope is defined in greater detail in the attached document entitled �Excerpts from Draft RDC ID/IQ PWS�. The Government intends to release the RDC solicitation as a request for proposals (RFP) under FAR Part 15 with the goal of awarding a multiple-award, Indefinite-Delivery, Indefinite-Quantity (ID/IQ) contract.� The Government intends for the RDC task order competitions to follow once the RDC ID/IQ contract(s) have been awarded. Line Item Number: TBD Contract Award Date: TBD Contractor: TBD Description: See �Excerpts from Draft RDC ID/IQ PWS�.� The ordering period of the ID/IQ contract is anticipated to be one five-year base period and one five-year option period, for a total of 10 years. Place of Contract Performance: The Government anticipates most requirements will be fulfilled via offsite (contractor location) performance; some limited performance will occur on Government facilities.� There is also limited OCONUS support anticipated. Set-aside Status: This effort is being competed on a full and open basis, with an intended small business subcontracting goal of 35%. Per FAR 5.102(a)(5)(i), the RDC solicitation will not be made available through the GPE since disclosure would compromise the national security or create other security risks.� Per FAR 5.102(b)(1) and 5.207(c)(17), the CO will make the RDC solicitation available by employing other electronic means.� The Government intends to post the RDC solicitation (RFP) on the classified ARC at https://acq.nro.ic.gov/.� To promote competition, the Government will simultaneously publish a notice (pointer to the classified ARC) on this page on https://www.sam.gov �once the solicitation has been released directing all interested parties to the RDC solicitation on the classified ARC.� Access to the solicitation via the classified ARC will require a TS/SCI clearance and a classified ARC account. �If you do not already have a classified ARC account and are interested in pursuing this requirement, the Government recommends you follow these steps now before the solicitation is released to ensure you have access.� To create a classified ARC account, you must first create an unclassified ARC account by visiting https://acq.westfields.net and click on the �Register� link at the top right of the page. �Be sure to include your classified email address as you will not be able to access you classified account without it. �Once you have finished the registration process on the unclassified system and validated your unclassified ARC account by clicking the link you were sent via unclassified email, you will need to wait 2 business days for your classified ARC account to be automatically created.� Once you have waited 2 business days, you will be able to log into your classified account by visiting https://acq.nro.ic.gov/� from a TS network such as NMIS, NSAnet, CWE, AWAN, CWAN, JWICS, etc. using the same unclassified email and password you used on the unclassified system. �This will bring you to a page where you can click a button to send yourself a verification email to the classified email account you listed when creating your unclassified account. �If you do not have access to a TS network but possess a TS/SCI clearance, you can arrange a visit to our reading room once the solicitation has been released by calling 703-230-6100. Per FAR 5.207(c)(16)(i), all responsible sources may submit a proposal, once the RFP has been released, which shall be considered by the agency.
