- PRE-SOLICITATION NOTICE NOI-NIAID-23-2180103� **NOTICE OF INTENT NAICS � 541380 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Novogene Corporation Inc to procure ongoing Life Science Service/NGS Sequencing Services for the investigation of the regulation of the expression of salivary transcripts in Ixodes scapularis ticks by RNA-seq. Specs and requirements to be met: Life Science Service/NGS (Next Generation) Sequencing Services; Mouse; PE150, Q30>85% with 0 working days turnaround time For this project, the Vector Biology Section is investigating the regulation of the expression of salivary transcripts in Ixodes scapularis ticks by RNA-seq. This requirement is to send samples for NGS Service, which includes sample receiving, RNA quality control and quantification, directional mRNA library preparation and quality control performance, sequencing using NovaSeq PE150 read size (larger fragments of DNA most likely will generate fewer false positive errors than smaller fragments when performing transcriptome assembly). We need quantification analysis of the data, which requires bioinformatics knowledge and computers with sufficient processing power to run these analyses. This study is a continuation of two other studies, one already conducted for this lab and one conducted for a collaborating lab by Novogene Corp, and the results of all studies must be comparing and analyzed upon completion. We require the NovaSeq PE150 read size or larger (larger fragments of DNA map to the genome with fewer false positive errors than smaller fragments) We need a lab that is operating at full capacity now We need a company that is willing to accept samples that were infected with a BSL2 pathogen but have been decontaminated. We need enough depth and breathe of reads for us to �see� all the genetic changes. Most companies are selling 6G of raw data, but we need 6G of raw data per sample that will give us the coverage we need. We require a company that can sequence all large groups of samples at the same time- running samples in batches increases �noise� in the sequencing that may result in false readings of gene changes We require quantification analysis of the data, which requires bioinformatics knowledge and computers with sufficient processing power to run these analyses We need a company the is reliable, has low error rate and is known by other PIs at NIAID working with infectious diseases. We need a company that has a zero (0) working day turnaround after they receive confirmation of sample QC report from NIH. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply or service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. �All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2180103 to Dana Monroe at dana.monroe@nih.gov, by 5:00pm EST Tuesday, June 27, 2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
