- W912PM23B0024 The U.S. Army Corps of Engineers, Wilmington District requires a contract to construct or otherwise implement hillslope reinforcement and stabilization measures along the southern hillslope abutment of Philpott Dam, in response to recent landslide activity.� Work will include steep slope areas (roughly 1.2 to 1.5 H: 1.0 V), with a length of about 450 ft. (cross-slope), a width of around 270 ft. (downslope) and a height of about 185 ft. Construction measures will include but may not be limited to: road stabilization; secant pile wall installation into competent soil and bedrock (Hillslope soils vary in particle size and mineralogy and are the weathering products of an underlying mica schist. As a result, soils within the project area generally consist of a schist-derived saprolite, along with interbedded silts, clays, and relict sand and gravel-sized quartz, feldspar, mica schist, and other particles.� Additionally, the bedrock surface is undulatory and generally underlies the soil profile. �However, isolated rock outcrops of weathered schist exist which are characterized by groundwater staining, as well as small, localized areas of open jointed bedrock.); removal and disposal of overburden soil, lose rock, and woody vegetation from steep slopes; re-grading of soil on slopes; rock scaling; rock anchor installation and stressing; wire mesh slope drape installation and anchoring; temporary and permanent rock fall catchment installation; construction of erosion and sedimentation control measures; and construction of stormwater vaults and other stormwater control measures .The contractor shall not use blasting technologies on the site. In addition to constructing hillslope stabilization measures, the contractor shall also construct an electrical switchgear building.� The switchgear building shall be a pre-engineered metal building with an integrated set of mutually dependent components and assemblies that form a metal building system capable of withstanding structural and other loads, as well as exposure to weather without failure or infiltration of water into the building interior. Approximate building area will be 800 ft2 with dimensions of about 20 ft X 40 ft. SPECIAL NOTE:� There is currently contractor(s) performing Powerhouse and Electrical Utility Infrastructure construction at this site.� This work is expected to continue during the construction period for this solicited project.� The successful bidder will be required to maintain access to the powerhouse and utility corridor areas of construction so as not to interfere with other contractors during construction of this project.� To mitigate interference, AEP projects to install the transmission line to the top of the hill and then stop until the hillside is done.� However, the successful bidder will need to collaborate with AEP to discuss/approve the proposed pole foundations that will need to go into the hillside for the final span of the transmission line. Finally, the contractor shall comply with all applicable federal and state environmental laws, regulations, statutes, and rules. This solicitation is unrestricted. The contract issued will be Firm Fixed Price. Note: A price evaluation preference for HUBZone small business concerns shall be used in acquisitions conducted using full and open competition. The Magnitude of Construction of this project is between $25,000,000 and $100,000,000. This solicitation will be issued in electronic format only and will be available on or about 07 July 2023.
