United States Army Corps of Engineers Middle East District Dive Recompression Chamber Pre-Solicitation Notice for W912ER23R0023 Anticipated Solicitation Issue Date: On or about July 26, 2023 Anticipated Solicitation Response Date: September 8, 2023 � SYNOPSIS: TAM is anticipating a Design-Bid-Build (DBB) award for the Construction of a newly single-story steel framed facility located at Kuwait Naval Base, Kuwait. PROJECT SCOPE: The scope of this project is construction of a new single-story steel framed facility with an area of approximately 551 square meters (SM). The facility is intended to house a fixed hyperbaric dive recompression chamber (medical facility) to be installed by others after completion of this project. The facility also includes storage space for a mobile hyperbaric dive recompression chamber (also provided after construction by others). The facility includes approximately 310 SM of interior space constructed as a medical office space to provide consultation, examination, and administrative spaces to support hyperbaric dive recompression procedures. The remainder of the building area (approximately 241 SM) is comprised of high-bay spaces for the fixed hyperbaric dive recompression chamber, compressed air storage (associated with the hyperbaric chamber), and storage of the mobile hyperbaric dive recompression chamber. The scope of work includes utility connections to existing base infrastructure, an emergency generator, a packaged fire pump house with tank, and minimal parking areas. 1. The Period of Performance�(PoP) is four hundred and sixty-three (463) calendar days from Notice to Proceed (NTP) for the entire scope of work. 2. The magnitude of the project is between $1 to $5 Million. PROPOSAL PROCEDURES: THe Request for Proposal (RFP) will be issued on SAM.GOV. It is anticipated that the Best Value Tradeoff (BTVO) contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. RESPONSE PERIOD: This is a Pre-Soliciation Notice and is not a Request for Proposal (RFP), nor does it restrict the Government to the ultimate acquisition approach. A response to this notice is not required. The Governemnt will not reimburse respondents for any costs incurred in preparation of a response to this notice.
