- Caesar Creek Hydraulic Line Replacement,�Clarksville Rd. Waynesville, Ohio. The contractor shall construct the�Caesar Creek Hydraulic Line Replacement accordance with the Scope of Work incorporated within this Request for Quote (RFQ) W912QR23Q0069 attached to this notice. The estimated magnitude of construction is between $100,000 and $250,000. This procurement is 100% Set-Aside for Small Business under NAICS Code 237110. The basis for award is lowest price including options. Questions for this RFQ shall be emailed to Ryan Ferrell at ryan.r.ferrell@usace.army.mil. Questions are due NLT 18 May 2023 at 3:00 PM ET. Questions received and answers to those questions will be posted here in the description section of this notice. *****Amendment 0001***** Solicitation W912QR23Q0069 for Caesar Creek Hydraulics is hereby amended as follows: a. A site visit has been scheduled for 0900 AM Central Time 31 May 2023. Details of the site visit have been incorporated into the Special instructions and FAR Provision 52.236-27 Alt 1. b. The due date for questions is 3:00 PM Eastern Time on 01 June 2023� c. The due dates for quotes has been changed to 10:00am Eastern Time on 05 June 2023. d. All other terms and conditions remain unchanged. *****Amendment 0001***** *****Amendment 0002***** QUESTIONS AND ANSWERS ADDRESSING CONCERNS AFTER SITE VISIT Are you wanting the watertight seals to be replaced with new when lines are replaced? Yes, the watertight seals should be replaced when new lines are replaced. Do you want the 3/8"" and 1/2"" tubing under the valve stand replaced with new as well? Yes, the 3/8� and �� tubing under the valve stand shall be replaced. Is the contractor responsible for dewatering the wet wells? No, the site will dewater the wet wells. Will the wet wells stay empty during the working process or will they need to be dewatered daily? The wet wells will stay empty during the working process. Is the tubing exposed in the wet wells? Yes, there is tubing exposed in the wet wells. Finally, with the site visit being added later, we respectfully ask, can the bid date be extended to reflect this? In the current supplier market, getting quotes for material alone is taking 3-5 days on average and while awaiting responses to RFIs, it is hard to fully plan with unknowns out there. Q1: Could you please clarify exactly what tubing is to be replaced? Under SCOPE OF WORK the solicitation says �The contractor shall replace all control valves, check valves, flow control valves, and tube lines within the existing hydraulic system on elevation 854 of the control tower.� And farther down on the same page it says, 5. �Replace 24 tube lines with new tube lines rated for pressures equal to or greater than existing lines.�� These statements imply that all of the tubing on level 854 is to be replaced all the way up to the level above. My question is, are we quoting to replace all of the tubing on the walls in the room on level 854 as well as the tubing going out to the inlet and bypass cylinders after the valve stand? Or are we only quoting replacement of the tubing going out to the cylinders AFTER the valve stand? A1: The tubing replacement is only for the tubing going out to the cylinders after the valve stand. Q2: Is the tubing poured in the concrete anywhere along its path? A2: The tubing is not poured in concrete but is in a watertight sleeve assembly. See attached drawing LM12.2/125 for watertight sleeve assembly detail. Q3: Is there access to the tubing running along the bottom side of the platform that the inlet and bypass cylinders are mounted on (underside is ceiling of the wet well)? Can this tubing be accessed from the wet well? If there is access to the tubing from the wet well can the wet well be dewatered to allow access to the tubing for replacement? A3: Yes, it is running along the bottom side of the platform. Yes, it can be accessed. Yes, we can dewater to allow access for the replacement. Q4: Would the Government allow core drilling of the right and left walls of the tower on level 854 to allow the tubing to be routed directly to the cylinders from the valve stand without running tubing through the gate chamber or wet well? What would be the requirements for core drilling? A4: The tubing should be run through the existing sleeve assembly. The Government would have to assess through the submittal process any core drilling through the tower. Q5: If the Government allows the tubing to be run directly to the cylinders, can the old tubing be abandoned in place or will it need to be removed? Please clarify what would need to be removed and what can be abandoned in place. A5: A4 takes this question out since the requirement to run in the same areas and holes in the concrete, all will be removed since it is in the way. Q6: Drawing sheet LM52-12.2/153 looks like it did not scan correctly. Can we get another copy of this drawing? A6: Please see attached drawing LM52-12.2/153. *****Amendment 0002*****
