- Description
- The Bureau of Land Management (BLM), Oregon State Office intends to issue a Request for Proposal for a firm fixed-price construction contract for Great American Outdoors Act (GAOA) Maintenance Shops Repairs for the BLM Northwest Oregon District Office. All work shall occur within Willamina, Yamhill County, Oregon, 97396 and Molalla, Clackamas County, Oregon, 97038. The solicitation and plans/specifications will be available on the governmentwide point of entry (www.sam.gov) via solicitation number 140L4323R0008. The work includes all labor, supervision, transportation, equipment, tools, supplies, and materials necessary to repair the Willamina and Molalla Maintenance Shops including interior and exterior building repairs such as, but no limited to, power washing, repairing siding, priming and painting siding and doors, removing and replacing ceiling and wall insulation, removing and replacing gutters, downspouts, and windows, and supplying and installing oriented strand board (OSB). The magnitude of this construction project is between $250,000.00 and $500,000.00. The period of performance shall be calculated by adding 180 days to the date of the notice to proceed. This solicitation will be a total small business set aside under NAICS code is 236220 Commercial and Institutional Building Construction and small business size standard is $45 million. One or more of the items under this acquisition may be subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. The basis of award will utilize the best value continuum -- lowest price technically acceptable source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical/non-price evaluation factor is: Relevant Experience. Additives/deductives will be evaluated in accordance with Department of the Interior Acquisition Regulation provision 1452.236-71 as applicable. The solicitation is anticipated to be issued on or about 07/10/2023 with proposals due 30 days later. All responsible sources may submit a proposal which shall be considered by the agency.
