???????General Statement of Purpose of the Contract While USAID does not have a mission in Chad, multiple USAID operating units currently implement development and humanitarian assistance programming in the country. USAID/BHA provides humanitarian assistance to vulnerable and crisis affected populations, specifically internally displaced, refugee, and host communities in the Lac Province region. In FY 2022, USAID/BHA provided $73.1 million in emergency and humanitarian assistance, including $25 million in Ukraine supplemental funding to augment emergency food assistance. Programming areas supported by USAID/BHA funding include nutrition, health, food security and livelihoods, WASH, shelter, protection, and other humanitarian services. USAID/SRO provided $15 million in FY 2021 and Ukraine supplemental funding for food security programming, private sector engagement activities, the Chad Civil Society Strengthening Activity (CCSSA), which focuses on building the capacity of civil society actors while increasing public awareness of civic rights and responsibilities, and health sector programs. USAID requires a Country Program Manager (CPM) for its development and humanitarian programming including but not limited to humanitarian programs, civil society programs, and countering violent extremism (CVE) programs. The CPM will be USAID/Senegal Sahel Regional Office's in-country 'eyes and ears.' The CPM will: (1) be the principal advisor to the Ambassador and his/her designee on USAID humanitarian and development programs; (2) be the resident point of contact and liaison for USAID in Chad; (3) strategically plan the implementation of civil society, health, and private-sector programs in Chad; (4) oversee, support, assess, critique, monitor and evaluate USAID activities; (5) oversee and supervise in-country USAID staff and official visitors; and (6) analyze the operating environment (political, economic and physical) on an on-going and as needed basis.� The CPM will work under the overall supervision of the USAID/SRO for all humanitarian and development programming, including civil society support activities. The USAID/Senegal Regional Deputy Mission Director takes the lead to review completed work for quality and appropriateness and is responsible for obtaining performance feedback information from all appropriate persons for annual performance evaluation reports. At post, the CPM will report to the U.S. Ambassador to Chad or designee regarding all USAID activities.
