Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Wyatt Technologies Corporation, 6330 Hollister Avenue, Goleta, CA 93117-3115, USA to procure a DynaPro Plate Reader and corresponding components, including Dynamics 8 software. The Vaccine Research Center (VRC) at the National Institutes of Health (NIH) was established to facilitate research in vaccine development. The VRC is dedicated to improving global human health through the rigorous pursuit of effective vaccines for human diseases. Within the VRC, the Vaccine Production Program (VPP) applies cutting-edge science and engineering approaches to plasmid design, cell expression, purification, formulation, and analytics. Formulation development for all VRC/VPP vaccine products requires analysis by dynamic light scattering, for both development experiments and qualification of assays used for clinical product manufacture. It is especially critical for use in mRNA-LNP, nanoparticle and VLP projects, where particle size and population homogeneity are key stability indicating attributes. Project Description: The Formulation group currently uses two DynaPro Plate Readers, Model II and Model III. The Model II unit is currently 10 years old and has outmoded hardware and software. As such, the data quality generated on the instrument is in question and the procedures required to use the instrument do not align with those used with Model III resulting in difficulties in equivalence of data generated with each instrument. This has resulted in a resources restriction within the Formulation group, affecting productivity and achievement of VRC project objectives. The VRC/VPP is seeking the acquisition of a Model III Plate reader to replace the Model II. This will relieve the resource restriction, improve data quality, and align with current dynamic light scattering practices across the VPP and other VRC laboratories where this instrument is in use. Due to continuity, compatibility, and size requirements this is a brand name request for the DynaPro Plate Reader III. The equipment includes proprietary software that is required for functioning. Where: Vaccine Research Center, Vaccine Production Program, 9 West Watkins Mill Road, Gaithersburg, MD 20878. When: immediately upon receipt. The current requirement is for: DynaPro Plate Reader III, part # WPR3, quantity 1 DYNAMICS 8 software, part # CK3800, quantity 1 50 nm (radius) Batch DLS Size Standard, Lot Certified, part # 900175, quantity 1 Technical Support Unlimited free telephone, e-mail and FAX support for one year, catalog # Y-TECHSUPP, quantiy1 Training Dyna-LSU, catalog # Y-LSUDA, quantity 1 1 Day Installation On-site installation and familiarization visit by a Wyatt scientist or service engineer for 1 day (travel expenses included), catalog # Y-INSTALL1, quantity 1 Shipping, quantity 1 The statutory authority for this sole source requirement is 41 U.S.C.1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2177961) to Rita Davis at rita.davis@nih.gov by 11:00 am eastern standard time, Monday, July 3, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
