The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). �INL�s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. � The Senior Talent Management Operations Specialist Personal Services Contract (PSC) position is located in the Executive Office Administrative and Support Division, Bureau of International Narcotics and Law Enforcement Affairs (INL/EX/AS). �The Senior Talent Management Operations Specialist will perform duties related to both domestic and foreign assignments, and will supplement existing staff during times of heavy workload, when staff shortages occur, or when expertise is required for specific projects. � The Senior Talent Management Operations Specialist receives administrative direction from the INL/EX/AS Administrative Officer but acts with a high degree of independence in planning, scheduling, and completing work, within the framework of delegated authority. �Many assignments are self-initiated based on the Specialist�s assessment of post requirements and the means to meet them. �As the primary liaison with post personnel, regional bureau staff, and office of Career Development and Assignments (GTM/CDA) in the Bureau of Global Talent Management (GTM), the Specialist has broad latitude in coordinating work efforts and plays a key role in ensuring that posts operate effectively and in compliance with relevant regulations. � The Specialist will use a high degree of expertise and independent judgment in developing, consulting, coordinating, and executing programs to achieve compliance with legal and regulatory requirements and organizational goals and objectives, and resolves all but the most complex and sensitive issues. �Recommendations and decisions are assumed to be technically accurate, and work is reviewed in terms of the overall effectiveness of the efforts by management within INL/EX as well as by program office staff, post officials, and others who rely on the FSAO's advice and support. DUTIES & RESPONSIBILITIES Under the direct supervision of the Washington-based INL/EX/AS Administrative Officer or his/her designee, the Senior Talent Management Operations Specialist will perform the following duties:� ��� �Manages the Foreign Service (FS) Assignments process, providing expert advice and guidance to senior Bureau managers on all aspects of Foreign Service position management, recruitment, assignment, and evaluation. � ��� �Counsels Foreign Service staff on all assignment related questions and provides support and guidance to those individuals who have been offered positions within the Bureau. � ��� �Coordinates all FS issues with the appropriate offices within the Bureau of Global Talent Management, e.g., GTM/CDA, the Office of Organizational and Talent Analysis GTM/OTA), and the Office of Performance Evaluation (GTM/PE), resolving issues pertaining to FS position management, assignments and performance, and recommends ways to improve or streamline the process. � ��� �Oversees suggestion and award, quality, and or productivity programs related to FS position management and assignments activities. �Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of FS performance management and assignments programs or operations in meeting established goals and objectives. � ��� �Liaises with colleagues and professional contacts in other Department of State bureaus whose work and role are relevant to supporting INL, including but not limited to Diplomatic Security, the Office of Medical Services, GTM/CDA, the Family Liaison Office, the Bureau of Administration�s Office of Allowances, regional bureau EX staff, and others as required. � ��� �Analyzes administrative processes and/or agency programs for the Executive Director, with particular emphasis on management and implementation of an effective program in meeting Foreign Service Talent Management goals and objectives for the Bureau and its worldwide operations. � ��� �Identifies problem areas and opportunities for improvement and provides fully cleared recommendations to management, including the Assistant Secretary and Deputy Assistant Secretaries. �This encompasses issues such as streamlining processes, assessing the feasibility of automated systems for meeting the Bureau�s Talent Management responsibilities, standardizing operations, or collaborating with other organizations on mutual responsibilities, improved management practices or the impact of new or proposed legislation or regulations on Talent Management programs. � ��� �Communicates with colleagues, agency management, and other contacts outside the agency to gather and analyze information about these agency processes and programs.� ��� �Works and liaises with subject matter experts throughout the Department, as well as officials from traditional foreign affairs and other USG agencies, e.g. USAID and the Departments of Defense and Justice. �Contacts occur in a variety of structured and unstructured settings, and require highly developed communication, negotiation, and conflict resolution and leadership skills to attain desired results. ��� �Adheres to USG, Department of State, and Bureau-level policies and regulations covering various administrative and management functions and programs, as well as country and local laws. �These guidelines provide the basic information but often lack specificity and definitive answers or solutions, and thus are insufficient in dealing with unique or unusual situations. �Further, due to changing political climates and regional responsibilities, the Specialist must reevaluate their applicability in light of changing situations and determine when to deviate from standard approaches in developing appropriate strategies and processes to meet INL requirements. ��� �Uses a high degree of judgment, discretion, and ingenuity in interpreting and applying the intent of these guidelines, and in revising current policy and regulatory guidance for use by others. � ��� �Provides expert analytical and advisory support for the planning, development and execution of INL policies and programs domestically, supporting INL missions at posts, and resolving a broad range of administrative and management issues using different and unrelated approaches and techniques in an environment of time-sensitive pressures and deadlines.� ��� �Develops detailed plans, goals, and objectives for the long-range implementation of INL assignments at posts, as well as delivery of critical administrative services and guidance. �Handles multiple actions, problems, and relationships concurrently. �Decisions on how to proceed are often complicated by conflicting goals and objectives of post management, host nation laws and requirements, and world events. �Decisions and actions must also take into account the precedents that are being set, or at least the perception that precedents are being set, and the long-term implications of short-term solutions. � ��� �The FSAO must deliver service and resolve problems in this environment, and ensure that all stakeholders are satisfied with the results of his/her decisions and recommendations. ��� �Collaborates with management in the Department in providing prompt and effective administrative support of the assignment of FS personnel domestically and at INL positions at posts; supports INL missions at posts in engaging their administrative and personnel resources as effectively as possible; liaises with relevant Bureaus and USG agencies to ensure that INL�s best interests are protected; and ensure that administrative and substantive policies are mutually compatible.� ��� �When required, performs the role of Duty Officer. ��� �Performs other duties as requested and assigned that are directly related to this Statement of Work.� ��� �Performs services that fall within the general scope of work and overall INL mission at physical locations other than Washington INL headquarters, including within other INL offices, bureaus or other USG agencies for a period not to exceed six (6) months. � TRAININGS & DISTANCE LEARNING COURSES ��� �CDA Tradecraft course offered by GTM/CDA. ��� �All online courses required by the Department of State for Opennet users, including but not limited to cybersecurity, Protecting Personally Identifiable Information (PII), Insider Threat training, NO FEAR ACT training, and others as required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance for this position is Washington, DC. Periodic travel of varying duration may be required. � RELATIONSHIPS The Contract Administrator shall be the INL Contracting Officer in Washington. �In no instance shall the INL/EX/AS Administrative Officer or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. �The Contracting Officer must authorize such changes in writing. The INL/EX/AS Administrative Officer will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. TELEWORK� This position has been designated as 80% telework and will require the incumbent to report to the physical work location twice per pay period (one day a week). This designation does not guarantee telework privileges for the PSC; INL reserves the right to expand the requirement for in-person presence at the physical work location if the PSC is unable to successfully perform the duties and responsibilities of the position remotely. INL may also require the incumbent to report to the physical work location additional days within a pay period as required to support office or program needs.� Telework must be authorized in advance by the PSC�s supervisor and the INL Contracting Officer (CO). COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. �Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. �The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of administrative, operational, and managerial requirements to ensure effective operations and the ability to carry out public diplomacy missions. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. Demonstrated ability to coordinate the work of other professionals in a variety of disciplines to accomplish goals; resolve complex problems; and ensure program offices comply with relevant departmental priorities and policy goals vis-a-vis the INL mission domestically and at post. Demonstrated knowledge of relevant laws, regulations, standards, policies, methods, and practices pertaining to human capital and talent management sufficient to plan and coordinate the recruitment and assignment of employees overseas. Knowledge of Department of State policies governing the assignment of Foreign Service Officers and DAS level positions, staffing and placement techniques, and strategies particular to the assignment of Foreign Service employees in order to provide operational and advisory services on all aspects of the assignments process preferred.� Factor 4�� �Communication�� ��� ��� ��� ��� ��� ��� �(20 points) Demonstrated expert oral and written communication skills in order to articulate and defend decisions; communicate with and advise officials; participate in and conduct briefings/negotiations; present facts, assessments and recommendations on complex issues; and produce coherent reports, policy recommendations, memoranda, and written proposals which identify and recommend solutions to problems. �Demonstrated strong interpersonal skills in order to interact with high-ranking officials; negotiate and recommend a variety of administrative policies and procedures related to overseas mission and program goals; and represent post interests and requirements with senior level management. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. COMPENSATION (BASE PAY) This position has been designated at the GS-14 equivalent level ($132,368 - $172,075 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
