Sources Sought Synopsis/Market Survey THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.� REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.� PLEASE ENSURE RESPONSES ARE 20 .PDF PAGES OR UNDER IN LENTH INCLUDING GRAPHICS AND FONT IS EASILY READABLE.� This Sources Sought Synopsis is in support of market research being conducted by the Office of Aviation Safety to identify capable potential sources.� This is a Market Survey to attain information, comments, and capabilities from industry in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy that will aid in the formation of an acquisition strategy and award for the procurement of Information Technology (IT) services. The responses to this Market Survey will be used for informational purposes only. �This is not a screening information request or request for proposal of any kind. �The FAA is not seeking or accepting unsolicited proposals. �The FAA will not pay for any information received or costs incurred in preparing the response to this Market Survey. �Therefore any cost associated with the Market Survey submission is solely at the interested vendors� expense. All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking. At this time the nature of the competition has not been determined.� About the Program The FAA plans a follow-on procurement to develop custom software within the Designee Management System (DMS) for the Organization Designation Authorization (ODA) Program also referred to as DMS for ODA�s. �Designees are individuals and organizations in the aviation industry authorized to conduct examinations, perform tests, and issue approvals and certificates on behalf of the FAA. The FAA adopted the ODA Program as a means to provide more effective certification services to its stakeholders. �The final rule adopted the regulatory basis of the ODA Program and companion FAA orders, such as FAA Order 8100.15 describe the specifics of the program and provide guidance for FAA personnel and for organizations to which we grant an ODA. �This order identifies the business processes and provides information to FAA personnel on how to evaluate, appoint, and oversee organizations in the ODA Program. �The statutory authority for delegation of certification authority was originally promulgated within the provisions of 49 U.S. Code � 44702 - Issuance of certificates. Paragraph (d) Delegation, states, �Subject to regulations, supervision, and review the Administrator may prescribe, the Administrator may delegate to a qualified private person, or to an employee under the supervision of that person, a matter related to-- the examination, testing, and inspection necessary to issue a certificate under this chapter��� Further, under paragraph (d), the Administrator is empowered to prescribe regulations and other materials necessary for the supervision of delegated persons.� ODA is within the scope of that authority, in that it establishes a comprehensive program for the designation of organizations under the procedural requirements set forth in 14 CFR part 183 subpart D and FAA Order 8100.15, Organization Designation Authorization Procedures supplements the regulation. High-Level Requirements Perform full life cycle system development and implementation. � Develop, test and implement DMS� new development functionality for the ODA Program, including integrations with other FAA systems. Manage and coordinate testing with designated users as part of the User Acceptance Test (UAT) process. Plan implementation strategy and manage detailed deployment schedule. Perform configuration management for documentation, software, development, and test environments. Provide Operational and Maintenance (O&M) support. Prepare and update all required System Development Life Cycle (SDLC) documentation. GENERAL INFORMATION REQUESTS AND QUESTIONS: Provide your company name and location (physical address). If yes, describe the project and provide a contract number and federal contracting officer name and email address. EXPERIENCE AND APPROACH QUESTIONS: What is your company�s approach to software development project management? Do you have experience managing Lean/Agile software development activities? Provide the details of your experience. Do you have experience using Jira, and Confluence, GitLab, and Fortify software to develop software? Provide the details of your experience. What experience do you have working with multiple IT providers within a specific IT platform? �If yes, include detailed information regarding project management and coordination, and software release and coordination with other providers. What technology and/or processes do you leverage to ensure excellent customer communication and experience? What project/program Key Performance Indicators (KPIs) do you track and report? Describe your organizations approach to continuous process improvement. How do you manage customer requests, complaints, concerns, and feedback? ??Do you use in-house or outsourced resources? Describe your approach to staff retention. �What is the average turnover rate for the last three years? Does your organization hold any endorsements and/or accreditations? �Example: Capability Maturity Model Integration (CMMI) International Organization for Standardization (ISO) certification? �If so, what is your current level? Have any of your existing or previous customers experienced system downtime in the last two years? See question 12 a.i. above.� If so, how long were customers impacted?
