Description
The National Institute of Standards and Technology (NIST)/Office of Information Systems Management (OISM) has the need for NIST research staff and associates to have a writing accessibility tool that can be controlled at an enterprise level. The tool must make real-time suggestions to correct grammar, improve fluency, advise on style guidance, assist with citations, and align with NIST brand tones. The Associate Director for Laboratory Programs has asked OISM to procure a suitable solution. The purpose of this sources sought notice is to obtain sources that can provide a similar solution using an alternate platform suggestion. Requirements The government is looking for a writing accessibility tool that can be controlled at an enterprise level that includes the capability to perform Single Sign-On (SSO) Additional requirements include: � Data loss prevention (DLP) to prevent sensitive data from being processed by the application. � Options to limit what application clients can be used (web, desktop, browser, mobile) � Restrictions for select applications and web domains that can be used. � Login restrictions for users with a free account or other licensed account outside of the primary NIST instance. � Generative AI features for text creation and editing. � 99.99% uptime, with a dashboard to provide visibility on that uptime. � A maximum four-hour response time for support requests. Government plans on purchasing 100 software licenses for the base year with 50 licenses added per option year for the Period of Performance for Base plus four (4) Option Years, totaling five years as follows: Base Year: 9/20/2023 - 9/19/2024 Option Year 1: 9/20/2024 - 9/19/2025 Option Year 2: 9/20/2025 - 9/19/2026 Option Year 3: 9/20/2026 - 9/19/2027 Option Year 4: 9/20/2027 - 9/19/2028 Contracting Office Address Department of Commerce, National Institute of Standards and Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Mail Stop 1640, Gaithersburg, MD, 20899-1640 NIST is seeking responses from all responsible sources. �Small businesses are defined under the associated NAICS code for this effort, 541519, IT value added reseller, with a size standard of 150 employees. ��Please include your company�s size classification and socio-economic status in any response to this notice. Instructions to Responders Interested parties that have the capabilities to meet the Government�s requirements with alternative platform suggestions shall email their capability statement/platform information (including security documentation and SOC reports) of no more than 10 pages, describing their abilities to meet all requirements to prateema.carvajal@nist.gov no later than the response date of June 29, 2023, 8:00 a.m. EST for this sources sought notice. The report should include relevant information to your capabilities including any requirements that cannot be met or is deemed close to but not meeting an identified requirement. Also, the following information is requested to be provided as part of the response to this sources sought notice: Name of company(ies), their addresses, and a point of contact for the company (name, phone number, fax number and email address) that provide the services for which specifications are provided. Indication if the company(ies) are small business and/or any other social economic category(ies).� Please highlight if company is an 8(a) and/or owned by an Alaska Native Corporation, Indian Tribe, Native Hawiian Organization, Community Development Corporation; HUBZONE, SDVOSB, EDWOSB or WOSB. Indication of whether the services required are currently on one or more GSA Schedule (i.e. Multiple Award Schedules [MAS]) contracts and, if so, the GSA MAS contract number(s). Indication if the company(ies) can provide all, or some, of the services. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
