Update June 21, 2023 The purpose of this DRFP Amendment is to post the following information from the Pre-solicitation Conference that was held on 6/21/2022: - Conference Presentation - Conference Attendee List ------------------------------------------------------------------------------------------------------------------------- UPDATE June 7, 2023 This solicitation is a Draft Request for Proposal (DRFP) issued pursuant to NASA FAR Supplement (NFS) 1815.201. Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, CLIN structure, schedules, proposal instructions, and evaluation approaches, any perceived safety, occupational health, security, environmental, export control, and/or other programmatic risk issues associated with performance of the work. Potential Offerors are requested to identify unnecessary or inefficient requirements.� The Government IS NOT requesting proposals in response to this DRFP, does not intend to award a contract on the basis of this DRFP, and will not pay for any information received regarding this DRFP.� Therefore, any references to submission of a completed SF33 are not applicable to this DRFP.�� Comments regarding the DRFP should be submitted electronically in writing, to Ola Charles, Contracting Officer, at LARC-CMOEII@mail.nasa.gov. by 2:00 PM EDT, July 7, 2023. �If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately.� However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response.� The Government will consider all comments received in preparation of the Final RFP.� To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP.� Some DRFP questions and comments may receive a posted response to the GPE if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation.� The Government may also respond via the GPE to comments and/or questions received following the issuance of the Final Request for Proposal (RFP). UPDATE MAY 27, 2022 This is a modification to the combined Request for Information (RFI)/Sources Sought (SS) notice entitled �Center Maintenance, Operations, And Engineering (CMOE) II� which was posted on Apr 15, 2022. �The purpose of this notice is to provide industry with a notice for an Industry Day/Site Visit and to identify key upcoming milestones. An Industry Day/Site Visit will be held on June 21, 2022 at the Pearl Young Theater, Building 2102, Room 108, 10 West Taylor Street, Hampton, VA and virtually via Microsoft Teams (link to be provided to those that register as indicated below). INDUSTRY DAY/SITE VISIT (June 21, 2022): Opening Remarks & Center Overview: 9:00 AM EDT (Pearl Young Theater) Site Visit & Guided Facilities Tour: ~ 9:30 AM � 12:00 PM EDT; Starts at the Pearl Young Theater immediately after the opening remarks and center overview. Required Personal Protective Equipment (PPE): Attendees that plan to participate in the guided facilities tour are required to bring steel toe shoes, hard hat, hearing protection, and safety glasses. �PPE will not be provided and attendees will not be able to participate without the required PPE. National Aeronautics and Space Administration/Langley Research Center (NASA/LaRC) is issuing this combined Request for Information (RFI)/Sources Sought (SS) to receive input from interested firms for the CMOE II follow-on procurement.� This notice is issued for information and planning purposes, intended to provide industry the opportunity to verify and provide input regarding the reasonableness and feasibility of the current contract structure and SOW requirements.� In addition, input from interested sources (both primes and subcontractors) will allow NASA/LaRC to assess the capabilities of industry to meet the CMOE II requirements, foster partnering among interested firms, and to promote competition. As part of NASA/LaRC�s efforts, this sources sought notice is issued to identify interested sources (prime and subcontractors) and to seek capability statements from interested firms to identify sources capable of satisfying NASA/LaRC�s requirements.� This includes all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government.� This information will be considered for the purposes of determining the appropriate level of competition and/or small business and HBCU/MSI subcontracting goals for CMOE II. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. The current CMOE contract is a hybrid Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF) and Firm-Fixed-Price FFP contract with a ten (10) year period of performance, ending on January 31, 2024. The base portion of the contract is CPAF and the Indefinite Delivery Indefinite Quantity (IDIQ) portion allows for both FFP, CPFF and CPAF task orders to be issued. The contract supports NASA/LaRC in the areas of institutional and research operations, maintenance, and engineering.� These technical services include research facilities operations (e.g., highly specialized wind tunnels, laboratories, test stands, instrumentation calibration/repair); central utilities operations (e.g., steam, compressed air, electrical power distribution, potable water); technology development/administration (e.g., Facility Automation Systems [FAS], Data Acquisition Systems [DAS]); research and institutional facility maintenance (e.g., preventive maintenance, trouble calls, Reliability Centered Maintenance [RCM], Facility Condition Assessment [FCA]); and facility engineering (e.g., design, construction, configuration management, tactical engineering, pressure system recertification, project management/planning support).� Also posted with this notice is a recent version of the current CMOE Statement of Work provided for information purposes only and a reflection of services anticipated for the follow-on procurement. INSTRUCTIONS FOR CAPABILITY STATEMENTS:� Interested firms having the required capabilities to meet the CMOE II requirements described herein are provided the opportunity to submit a capability statement and provide additional input requested in this this RFI/SS of no more than 10 pages.� Specifically indicate your interest in performing as a prime and/or subcontractor and provide specific details that would demonstrate your firm�s the ability to perform all aspects of the effort (see current CMOE SOW provided for information purposes only). Section 1: Provide the following information regarding your firm: (a) CAGE Code, name and address of firm, point of contact (including phone number and email), size of business, average annual revenue for past 3 years and average number of employees for last 3 years; (b) type of business and number of years in business: indicate large, small, small disadvantaged, 8(a), women-owned, veteran-owned, service-disabled-veteran owned, HUBZone small businesses, and Historically Black Colleges and Universities/Minority Institutions; (c) Affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential subcontractor) or subcontractors (if potential prime contractor); and (d) Indicate if your interest is as a potential prime contractor or subcontractor. Specifically, indicate if your firm DOES NOT wish to be placed on an Interested Sources List.� If a firm does not object to being on the CMOE II Interested Sources List, NASA/LaRC will post the company�s name and POC information on sam.gov to foster partnering and subcontracting. There is no requirement to be on the interested sources list to participate in the future. �Interested firms may also add their information using the sam.gov �Interested Vendors� function for this acquisition/procurement. Section 2: Detail your firm�s (a) ability to perform all or any aspects of the effort; (b) list of customers covering worked performed within the past three (3) years (if applicable, please list at least 3 customers) highlighting relevant work performed, technical description, contract number, contract type, dollar value of each procurement, NAICS code, and procurement and technical points of contact (email address and phone number). �If a small business concern is interested to participate at the prime contractor level, provide specifics details reflecting your capabilities to perform the broad requirements and note the requirement to comply FAR 52.219-14, Limitations on Subcontracting regarding similarly situated firms.� Section 3: Provide input regarding the (a) current contract structure, particularly the contract type (CPAF for the core services and IDIQ for work that cannot be adequately defined up front); (b) suggestions regarding contract type (e.g., CPAF versus CPFF versus other) for the CMOE II services, including input regarding award term evaluation criteria/parameters to assess performance and to motivate excellence in performance; and (c) input regarding the performance period (current CMOE contract is 10 years), particularly related to the pros/cons to extend the performance period beyond 5 years (e.g., 7 years, 10 years). Section 4: NASA/LaRC is transforming as the Agency and Center transform to meet the future state of work related the Covid pandemic.� Provide any input that NASA/LaRC should consider how it can more efficiently and effectively meet the CMOE II mission requirements, areas to consider to advance the ability to achieve a hybrid of on and off-site performance recognizing the nature of the CMOE requirements, and areas NASA/LaRC should consider to modernize its operations across all aspects including the IT infrastructure. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101.
