- Department of Veterans Affairs, VISN 2, James J. Peters Medical Center Bronx Campus 130 West Kingsbridge Road, Bronx, NY 10468 procuring the requirement for Department of Veterans Affairs, VISN 2, New York Harbor Healthcare System Brooklyn Campus, 800 Poly Place, Brooklyn, NY, 11209. Project No. 630A4-23-120 Emergency Sterile Processing Service (SPS), Heating Ventilation and Air condition (HVAC) Repair The New York Harbor Healthcare System (NYHHS) - Brooklyn campus is currently utilizing an obsolete reheating system. A recent Survey finds that it requires parts that are no longer commercially available or exist and will not operate to provide functional compliance. This reheat system supports the Sterile Processing Service (SPS), which main functions are for the cleaning, transfer, and transport sterilized equipment that prevents harmful bacteria growth, within the SPS space. The critical HVAC in need of repairs is the SPS used to service, transfer, and transport sterilized equipment from the SPS throughout the hospital to return them to a safe and fully operational state. The New York Harbor Healthcare System Brooklyn Campus is greatly affected because the HVAC is critical to maintain stringent indoor environmental conditions required for the SPS to operate. In addition, the current reheat system will not be able to maintain required stringent indoor environmental conditions for the SPS without conducting significant repair. Furthermore, the Chiller Plant will soon become operational to cool the SPS space to intended sterile environment. As summer approaches, the SPS space will not be compliant without making emergency adjustments. The loss of HVAC poses a significant risk to the facility and all its occupants if the required repairs are not attended to, all SPS efforts will have to be moved to a new facility. The Contracting Officer determined that because of the present inoperable condition of the HVAC and the subsequent impact on facility operations and the safety of our patients, visitors, and staff, it is necessary to make this emergency award on an SDVOSB sole source basis. It is critical to move swiftly since the acquisition of the necessary materials for this work will require some lead time. The utilization of the sole source authority to select an SDVOSB concern under the Veterans First Contracting Act will support this action. Therefore, to respond to this emergency need and in accordance with PL 109-461, Veterans First Contracting Act, an emergency SDVOSB sole source contract will be awarded to ISUSA/Concentric JV, LLC (Concentric), for a price determined to be fair and reasonable. Therefore, to respond to this emergency need and in accordance with PL 109-461, Veterans First Contracting Act, an emergency SDVOSB sole source contract was awarded to ISUSA/Concentric, JV, LLC of Liverpool, New York for a price determined to be fair and reasonable.
