Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with: Tethon Corporation 5078 S 111th ST Omaha, NE 68137 The sole source justification is based on the following: The National Institute of Standards and Technology (NIST), Materials Measurement Science Division and Data Group Research performs research in the area of ceramic additive manufacturing. The Materials Measurement Lab is seeking to acquire a 3D printing package to advance our Materials Measurement Lab (MML).� NIST requires a benchtop 3D printer with the following top-level characteristics: digital light processing (DLP) to print custom highly-loaded resins loaded with ceramic particles in a benchtop configuration (i.e. smaller working volume). The printer will be used to fabricate ceramics with 3D structures that will subsequently be tested using a suite of available MML measurements techniques that include fracture toughness, thermal, and dielectric properties to name a few.� A desktop DLP printer with the ability to print custom ceramic-filled resins is required so that fundamental measurements linking rheology, particle morphology and loading, ceramic composition, etc., can be linked to measured properties and used to develop theoretical modeling best practices. After an extensive market research effort to identify systems of this type, only the Tethon Corporation printer is capable of working with ceramic-loaded resins developed by the end user with the range required for NIST experimental work. Given these facts, Tethon , is the only source reasonably available to fulfill the requirement. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516- Analytical Laboratory Instrument Manufacturing with a size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00 pm EST August 7, 2023, will be considered by the Government. Responses must be submitted via email to the Government point of contacts listed below. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
