Description

Department of Commerce, NOAA Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD)) and NOS/ Office of National Marine Sanctuaries has a requirement for a water quality sampling and analysis project to determine whether tidal discharges from Moss Landing Harbor (MLH) and Elkhorn Slough (ES) are a source of persistent pollutants that are known to exist in Monterey Bay waters, sediment, and marine organisms. The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation. The Government intends to award a purchase order to Applied Marine Sciences, Inc. Sole Source justification: All previous data collected for this distinct project were collected by Applied Marine Sciences, Inc. Their unique water quality monitoring protocols and methodology will allow Monterey Bay National Marine Sanctuary (MBNMS) to better compare previously collected data. Previously collected data is already with Applied Marine Sciences and will enable them to make direct comparisons to previous years, and enable them to produce a more comprehensive analytical product for data across multiple seasons/ years. Part of this contract requires synthesizing all historical data that were collected by AMS with data to be collected in this study. If another vendor is chosen, the effort and cost required to integrate disparate data will be much higher. The consistency of the science and analyses will be compromised with another vendor, and these are unacceptable conditions. If another contractor is chosen, the burden of data integration will be high and compromise quality. Monterey Bay National Marine Sanctuary (MBNMS) does not have the financial or personnel resources to integrate data from disparate collectors, thus it is vital that AMS collect these data.� This special notice is not a request for competitive offerors and no solicitation package is available. However, firms that believe they can provide this supply may submit substantiating documentation in writing within fifteen business days of this notice. Responses can be sent via e-mail to tyran.claypool@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to Applied Marine Sciences, Inc. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
