- The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Colorado School of Mines Building Corporation, 1500 Illinois ST, RM 224, Golden, Colorado, 80401-1887, to procure Mine Testing Support Services to perform tunnel detection and tunneling detection research and development testing. The Geotechnical and Structures Laboratory (GSL) of the U.S. Army Engineer Research and Development Center (ERDC) has ongoing research related to force protection.� To accomplish this research, and ERDC Military Engineering (ME) project needs test sites compatible with the research being conducted.�The ME project requires a test site located in hard rock geologic environment which has controlled access.� The test site must have topography above the elevation of the mine such that testing can occur at various elevations above the mine features. The contractor must have access to and be able to provide a large inventory of mining equipment with the technical competence to safely operate selected equipment. �In addition to equipment, the contractor must have/obtain/procure mining explosives, and the appropriate personnel and permitting (if required) for such material for conducting research tests. The unique requirements necessitate a sole source contract to the Colorado School of Mines, Edgar Experimental Mine to perform research and development testing. No alternate solutions can overcome the specific requirements for testing.� The Edgar Experimental Mine is the only known site with the capability (personnel), layout, geology, and equipment that meets the Army needs.� The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 541990 All Other Professional, Scientific, and Technical Services with a size standard of $19.5 million dollars. This notice of intent is for information purposes only. � This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.� Responses to this requirement may be submitted to Allison Hudson at Allison.B.Hudson@usace.army.mil AND Jennifer.Hoben@usace.army.mil.� The solicitation number shall be included in the subject line of the e-mail submission.� Responses must be received no later than 1:00PM CST July 07, 2023.
