Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) seeks participation in a NAWCAD Advanced Naval Technology Exercise (ANTX) to demonstrate an intuitive resource allocation and scheduling Commercial-Off-The-Shelf (COTS) software suite to improve the Master Aviation Plan (MAP). The MAP seeks to provide a long-term strategic calendar that allows the U.S. Navy (USN) to best resource and support the joint force with Naval Aviation assets, including pairing squadrons to carrier air wings (CVWs), pairing CVWs to Aircraft Carriers (CVNs), planning the transition and upgrade schedules for aircraft. NAWCAD is sponsoring a live technology demonstration in late summer 2023 to inform future acquisition decisions. NAWCAD aims to investigate software technologies/systems based on the compatibility in the following categories: Application Framework Capabilities and Features Input / Output Validation and Conflict Detection Visualization The USN utilizes the MAP as a comprehensive scheduling tool to manage its Naval Aviation assets efficiently. The MAP provides a flexible and customizable long-term strategic plan that enables the allocation of resources and support to the joint force. The MAP writers are responsible for managing different aspects of Naval Aviation. This tool includes various features, such as pairing aviation squadrons to carrier air wings, pairing carrier air wings to aircraft carriers, planning for the transition and upgrade schedules for aircraft and aircraft subsystems. The MAP is the Naval Air Forces' long-range plan and is a vital tool that helps the Navy achieve its operational commitments and enhance its capabilities for the future. It is regularly updated and modified to meet the changing needs of Naval Aviation. Notice Information: This Special Notice announces and requests applications to participate in demonstrating their proposed MAP systems.� To begin, interested parties should read the entirety of this Special Notice, and download the documentation submission requirements via the links below. A completed demonstration application package will include: A Technical White Paper A completed Quad Chart that contains only publicly releasable information. A video clip demonstrating the core and key functionality of their potential solution that showcases their ability to execute the project's requirements identified in the Technical White Paper. The video should be limited to three minutes in total. Submit completed application packages via email to the point of contact listed at the end of this notice. All applicants shall be U.S.-based and U.S.-owned companies and leverage only U.S. software. Package submissions should consist of the following, per candidate system: Limited to four (4) pages for the Technical White Paper A video clip demonstrating the core and key functionality of their proposed solution that showcases their ability to execute the project's requirements. The video should be limited to three minutes in total. Limited to one page for a completed Quad Chart that is publicly releasable. Pages shall be 8.5� x 11� single-sided, single-spaced, with a minimum of one-inch margins on all sides Text size shall be no smaller than what is equivalent to Microsoft Word, Times New Roman,12-point, uncompressed font The package shall contain a glossary of all abbreviations and acronyms used with an explanation for each, limited to one page Legible tables, charts, graphs, and figures shall be used when necessary to depict organizations, systems and layouts, implementation schedules, plans, etc. For tables, charts, graphs, and figures, the text shall be no smaller than Times New Roman, 10-point font size Submitted in PDF format via email The requirements for the Technical White Paper and the Quad Chart can be downloaded via https://impax.tech/map-announcement. All submitted demonstration application packages will be reviewed by the Government.� The Government reserves the right to invite none, some, or all applicants to participate in one-on-one discussions to inform the Government�s selection of invitees for the technology demonstration.� Demonstration Participation Criteria: The following criteria will be used to determine the future path of MAP and which technologies should be offered an opportunity to participate in the live demonstration: Technical capability characteristics (documentation requirements are included in the Technical White Paper) A video clip demonstrating the core and key functionality of their proposed solution that showcases their ability to execute the project's requirements. The video should be limited to three minutes in total. Based on review of all submitted demonstration application packages against the established demonstration participation criteria and provide potential value to the Government; the Government will determine which applicants will be extended an invitation to participate in the NAWCAD ANTX demonstration event. �The Government reserves the right to invite none, some, or all applicants to participate in the ANTX demonstration event. The Government also reserves the right to select alternate participants to the extent determined reasonable and appropriate. Industry participants will have the option to conduct a live demonstration in Patuxent River, MD or a virtual demonstration. Refer to the following website to submit any technical questions as well as to review the posting of any FAQ's related to the technology demonstration at https://impax.tech/map-announcement. Completed applications for participation must be emailed to the point of contact listed at the end of this notice and will be accepted until Friday, July 14, 2023. Invitations to participate in the technology demonstration are anticipated to be issued via e-mail no later than Tuesday, August 1, 2023. Notification will not include rationale for the selection or non-selection invitation. Responses to the demonstration invitations will be due no later than 5:00 PM EST on Tuesday, August 8, 2023. NAWCAD will host a MAP Industry Day on 29 June 2023. Please check back for more information. Terms and Conditions for Participation in the Technology Demonstration: These terms and conditions apply to all participants. Agreement to Terms: By responding to this announcement, the participant agrees to comply with and be bound by the rules (including these terms and conditions) of this technology demonstration and the decisions of the Government. Rules and decisions are binding and final in all matters relating to this technology demonstration. Security Requirements: By responding to this announcement, the participant agrees to comply with the DoDM 5200.01 (all volumes) and the National Industrial Security Program Operating Manual (DoD 5220.22-M) and any revisions to those manuals. Participation by IMPAX and Government Support Contractors: The Government will be solely responsible for determining which applicants will be extended an invitation to participate in the live technology demonstration. However, IMPAX Partnership Intermediary and Government Support Contractors may assist in the review of any data provided by applicants. Both IMPAX personnel and the support Contractors have entered into Non-Disclosure Agreements (NDAs) with the Government, which precludes them from disclosing any proprietary data outside of the Government. If applicants desire a separate NDA with IMPAX personnel and Government support Contractors, applicants should submit an NDA form, along with instructions, to the POC listed at the end of this notice at the time of their application. Even if applicants choose not to submit an NDA form for completion, their submission of a response to this announcement constitutes consent that the partnership intermediary and support Contractors will have access to their proprietary information. By submitting an application, each individual (whether participating singly or in a group) warrants and assures the Government that any data used for the purpose of submitting an entry for this technology demonstration was obtained legally through authorized access to such data. Eligibility Requirements. Federal employees and Contractors, providing services associated with developing this announcement and/or applicable documentation, are not eligible to submit an application in response to this notice. Additionally, federal employees who participate in application review and selection are not eligible to submit an application. Likewise, members of their immediate family (spouses, children, step-children, siblings, step-siblings, parents, step-parents), and persons living in the same household, whether or not related, are not eligible to submit an application in response to this notice. Federal employees and Contractors acting outside the scope of their employment should consult their ethics official and appropriate management before submitting an application in response to this notice. Individuals and organizations that are funded by NAWCAD to provide support services to NEO including, but not limited to, any Federally Funded Research and Development Centers (FFRDCs) and University Affiliated Research Centers (UARCs), or private-sector personnel whose scope of work includes administrative support, are not eligible to submit an application in response to this notice. Government Right to Cancel, Suspend or Modify the Technology Demonstration. The Government reserves the right, in its sole discretion, to cancel, suspend or modify the technology demonstration. These rules may be changed without prior notice, and all participants should monitor https://impax.tech/map-announcement for the latest information Decision Authority. NAWCAD will be the final decision authority for all matters concerning the technology demonstration.� Responsibility for Costs Incurred. All costs incurred as a result of submitting an application or participating in this technology demonstration, are the sole responsibility of the participant. Nothing in these rules, including information on the websites publicizing the event, may be interpreted as authorizing the incurrence of any costs on behalf of the Government. Release of Claims. The participant agrees to release and forever discharge any and all manner of claims, equitable adjustments, actions, suits, debts, appeals, and all other obligations of any kind, whether past or present, known or unknown, that have or may arise from, are related to or are in connection with, directly or indirectly, this announcement or the participant�s submission. If invited to participate in the technology demonstration, the participant agrees not to file any claims against the U.S. Government or any of its authorized agencies or personnel, or otherwise seek any form of reimbursement for the use, or compensation for the loss, damage to, or destruction of the product displayed or demonstrated during the technology demonstration. The participant agrees to release and hold harmless the United States, the Department of the Navy, and all their employees and Contractors, from any and all claims or demands resulting from any loss, damage, death, or injury that may arise from the setup, demonstration, display, or teardown of the participant�s property. Compliance with Laws. The participant agrees to follow and comply with all applicable federal, state, and local laws, regulations, and policies. Indemnification. The participant indemnifies the Government and its affiliates, directors, officers, and employees against all liabilities, damages, losses, costs, fees (including legal fees), and expenses relating to any allegation or third-party legal proceeding to the extent arising from: The participant�s acts or omissions in relation to the application The participant�s submissions violating any rights of any other person or entity or any obligation the participant may have with them Disclaimers. All content provided by the Government is provided on an ""as is"" and ""as available"" basis. The Government disclaims all representations and warranties (express or implied), including any warranties of merchantability and fitness for a particular purpose. The Government is not responsible for any incomplete, failed, or delayed transmission of application information or submissions due to the internet, including interruption or delays caused by equipment or software malfunction or other technical problems. Reference herein to any specific commercial products, process, or service by trade name, trademark, manufacturer, or otherwise, does not constitute or imply its endorsement, recommendation, or favoring by the United States Government. Severability. If any term (or part of a term) of these terms or rules is invalid, illegal, or unenforceable, the rest of the terms or rules will remain in effect. Translations. All technology demonstration submittals will be in English. In the event of any discrepancy between the English version of these terms and rules and a translated version, the English version will govern. Governing Law. This data system is subject to all applicable federal laws and regulations. All claims arising out of or relating to these terms will be governed by the federal laws and regulations of the United States of America.
