- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with GTM Testing and Metrology GmbH for the procurement of 2MN and 4MN Force Transducers. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The National Institute of Standards and Technology (NIST) Physical Measurement Laboratory/ Mass and Force Group, Quantum Measurement Division performs calibrations of static force transducers as part of mission activities.� Compliance with international agreements, as the US National Metrology Institute (NMI), requires participation in Force Measurement comparisons with other NMIs to demonstrate comparability of standard measurements.� These comparisons, termed Key Comparisons, are managed by members of Working Group Force & Torque as part of the International Bureau of Weights and Measures of which NIST is a member.� These instruments will aid in determining capabilities of the Force laboratories worldwide and will be the companion cells sent along with our current GTM cells at the 2MN and 4MN range as we are the pilot laboratory in next years Key Comparison. The group requires four high precision, compression force transducers of 2MN and 4MN capacity.� The specific parameters sought are required by NIST to participate in a Key Comparison of forces generated by NIST deadweight force standard machines. Force laboratories of selected National Metrology Institutes comprising the Working Group Force and Torque, Consultative Committee for Mass under CIPM/BIPM will perform force measurements in their own laboratories and compare results.� NIST participation is crucial to maintain international viability for the force ranges covered by these comparisons.� NIST is piloting a key comparison starting in 2024 and we need companion cells to the existing key comparison grade GTM cells we have in place. Extensive market research performed identified only one manufacturer that can meet the Mass and Force Groups minimum requirements. �GTM Testing and Metrology GmbH was the only commercial manufacturer identified that can meet all of the following technical requirements: Strain gage-based force transducers of proven design and capability exhibiting a past performance history of successfully manufacturing this type of equipment; compression capability; the matching top compression button and matching top thrust pad must be provided for each transducer; nominal two mV/V to 4 mV/V output at capacity force; single bridge circuit is acceptable.� Transducer must be capable of a minimum of safe overload to 120 % of capacity.� Transducer must be proof-loaded prior to calibration Must be capable of accepting 10 Vac excitation to the internal strain-gage bridge circuit. All transducers must meet ISO376 accuracy class 00 (Case D down to at least 10% capacity) Must be capable of delivering maximum repeatability error with no rotation of < � 0.02 %; relative linearity error must be no greater than � 0.03 % of rated output, Relative 30 minute creep maximum of � 0.03 %.� Load cell cable connector to be common as found in the industry and cable to be detachable from the transducer; six-wire configuration with �excitation, �signal, �sense in six leads and six pins in the connector built in to the load cell; cable design to enable connection (15-pin D-Sub, gold plated pins) from the force transducer directly to a HBM DMP41 or DMP40 indicators. Calibration report, to include data, required from the manufacturer which demonstrates traceability of applied forces and traceability of ratiometric (mV/V) output to the International System of Units (SI); the calibration must demonstrate an ISO376 accuracy class 00 (Case D down to at least 10% of capacity).� Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established commercial lead times.�� � The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 1000 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
