Description
Project RVKQ 20-0773, Repair Roof, Building 917, is located at Niagara Falls Air Reserve Station, Niagara Falls, NY. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated period of performance of two hundred seventy (270) calendar days from the issuance of Notice-to-Proceed. The performance includes two phases. Phase 1 consists of structural modifications and Phase 2 is the installation of the roof. Period of performance includes a potential winter shutdown period from 01 December 2023 through 31 March 2024. This project will be solicited as a 100% Total Small Business Set-Aside, subject to the North American Industry Classification System (NAICS) code of 238160 (Roofing Contractors), size standard $19.0 Million. The solicitation will be issued as an Invitation for Bid (IFB) expected in mid-July 2023 with an estimated thirty (30) day response period. The purpose of this project is to repair of the high-bay hangar roof of B917 by installing new standing seam metal roof panels to provide a hydro static roof. The existing skylight cupola and translucent roofing panels shall be removed, reframed with new structural components, and closed with roofing panels. The existing make up air intake hoods shall be removed, the existing curbs extended to provide clearance above the new roofs, and the hoods reinstalled. New snow guards, gutters and downspouts shall be provided. A roof-top mounted fall arresting system shall be provided and installed. The contractor shall comply with installation requirements, including driver training and FOD control, for working on the active flight line and shall provide physical barriers at the designated limits of construction to avoid encroachment into the active airfield. The work shall be accomplished in two phases. Phase 1 shall be limited to 30 calendar days an includes skylight removal, associated structural changes, and roof panel installation. Aircraft will not be present in the hangar during this phase. Phase 2 includes the remainder of the roof repair project to include the installation of new roofing materials, installation of flashings, gutters and downspouts and installation of snow guards, lightning protection system components and modifications of the roof top fall protection system. At the Government�s discretion, aircraft may be present in the hangar during this phase. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $1,000,000.00 and $5,000,000.00. There is no Government Furnished Property supplied for this project. There will be an organized site visit planned for this solicitation. The time and location will be included in the solicitation. Prior to supplying a bid, interested bidders must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet website at https://SAM.gov. If the bidder is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award, a bidder is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective bidder. The solicitation and all supporting documentation will be posted at this site for review and download.� All contractors and subcontractors interested in this project must register at this site https://SAM.gov. It is the bidder(s) responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site. Notice to potential bidder(s)/supplier(s): Funds are presently available for this effort.� The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
