- Naval Facilities Engineering Systems Command Southeast, Jacksonville, FL intends to award a sole source purchase order to Florida Level and Transit Geosystems (FLT), 809 Progresso Dr, Ft. Lauderdale, FL 33304 for a Leica GS18T LTE & UHF Performance GNSS Smart Antenna and associated accessories as well as initial set-up, configuration and training to support the NAVFAC SE Cadastral Department located at Naval Air Station (NAS) Jacksonville, FL.� The Leica rover is able to be equipped Carlson Survey software which is compatible with the Government�s in-house AutoCAD capabilities. Other software has convoluted routines and is not compatible with the office software the Government utilizes, requiring the purchase of additional software and the learning curve associated with the additional programs.� Acquisition of Leica brand equipment for both conventional and GPS allows seamless interoperability when transitioning between the two different land surveying methodologies and will communicate with Carlson Survey. This communication is crucial since Carlson Survey is the only NMCI approved program available to the Cadastral Department at NAVFAC SE to analyze, convert and import collected data for manipulation and creation of products created to support the commands mission including Real Estate Summary Maps.� There is no other approved software for this purpose on the NMCI platform, so it is crucial that the acquired equipment be compatible with this software.� Furthermore, Leica is the primary brand utilized by the U.S. Air Force, and six of the various state transportation departments within the NAVFAC SE area of operations, including the Florida Department of Transportation and the Texas Department of Transportation. This promotes compatibility with data acquired by these entities when the Cadastral Department needs to coordinate with them.� Lastly, Leica has built in functionality that incorporates the required software to link with the state funded GPS network in Florida, eliminating the need to acquire an additional subscription for other GPS networks.� FLT is the only vendor authorized by Leica Geosystems to represent Leica in Florida and they can provide the primary and ancillary components of the required land surveying equipment for both Conventional Surveying and Global Positioning System Surveying equipment as well as the required initial setup, software configuration and training. Each state within the NAVFAC SE area of responsibility has very exacting accuracy and precision standards that must be met when performing boundary surveys and it is imperative that the surveying equipment being used to conduct these surveys be properly calibrated and configured to meet each states standards.� For these reasons, FLT is the only source that can meet the requirements of the Cadastral Department�s needs for this procurement. This sole source requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements.� This notice is not a request for competitive quotes. However, interested and responsible parties may identify their interest and capability to respond to the requirement.� Inquiries received within 5 working days after date of publication of this synopsis will be considered by the Government. � A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. Responses to this posting by an interested party to the effect that obtaining services from an alternate source is more advantageous to the Government than obtaining these services through a sole-source purchase order must be submitted by 12:00 PM EDT, 30 June 2023.� No questions will be addressed. � Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.� This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. �� The North American Industry Classification System (NAICS) Code is 334519, Other Measuring and Controlling Device Manufacturing. The Small Business size standard is 500 employees.
