BACKGROUND The Air National Guard (ANG) AIM HI Cohort 5 is seeking to develop a system to automate and/or augment combat casualty triage, treatment planning, patient reporting, and resupply requests for non-medical military personnel. There is an increasing need for capabilities to leverage non-medical personnel in extended patient field care situations. Initial and recurring training requirements cannot be satisfied through traditional means. Automation and augmentation will allow the average servicemember to perform extended patient care activities with minimal training and exposure to such scenarios beforehand. 3. PROJECT SCOPE The scope of this effort is to develop the back-end architecture to interconnect and integrate multiple devices through a secure Local Area Network (LAN) Internet of Things (IoT) (See Appendix A Schematic Drawing) with the goal of enabling prolonged field care of combat casualties by non-medical personnel. This project will interconnect wearable devices with remote monitoring applications, augmented treatment user interfaces, and supply systems in order to leverage automated workflows for triage, treatment, reporting, and resupply. The LAN will be decentralized through an IoT architecture utilizing hardened protocols for enhanced security. The system will be built with the capability for limited remote access through secure protocols as well. The developed system shall adhere to applicable Department of Defense (DoD) information security (INFOSEC) and operational security (OPSEC) policies and guidance when researching, accessing, and transmitting data over networks during the performance of this effort. The North American Industry Classification System (NAICS) for this effort is 541511, Custom Computer Programming Services. The Small Business Administration Size Standard is $25,500,000.00. Instructions to Vendors All interested concerns will submit a written notice, not to exceed five (5) pages, stating the concern's positive interest in the program as a prime contractor no later than 11:00am Pacific Time, on 06 July 2023.
