Description
This Request for Information (RFI) is being issued to help the United States Marshal Service (USMS) better understand the capabilities of and availability of Medical Air Charter Services as well as industry best practices related to procuring similar services. To gather the necessary information, specific questions have been listed below. USMS requests your responses to these questions, as the answers may indicate whether such an initiative is worth pursuing and if so, how the initiative should be structured. This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or an invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition. All information received from this RFI will be used for market research purposes only. The Government does not intend to award a contract based on responses to this RFI nor otherwise reimburse vendors for the preparation of any information submitted or Government use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified regarding the outcome of the information received. Questions for the Industry The name of the firm, point of contact, phone number, email address, DUNS number, SAM.gov Unique Entity ID, CAGE code, GSA Contract Number, a statement regarding business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUB Zone, SDVOSB, WOSB, etc.), and the corresponding NAICS code. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. What requisite personnel (i.e. paramedics, RN and/or physician) are needed for a air-chartered medical flight from OCONUS to CONUS? Based on the SOO, what would be the price/cost range of this contract? Are you, or have you provided similar medical air-chartered services? If so, please provide contract number(s) and contact information for the previous three (3) years. Contract Type- What contract type (i.e. IDIQ, BPA, FFP) would be well suited for this type of requirement? And depending on the contract type, in your experience, what types of payments (i.e. monthly, hourly) have been conducive to the services being provided? FSS Number(s): ____________________________________ Expiration Date(s): ____________________________________ RFI INSTRUCTIONS Responses should be submitted in Microsoft Word format and excluding attachments, should not exceed twenty (20) pages with Arial font equal to 12 pt. Responses are to be submitted via e-mail to Christopher Saunders christopher.saunders@usdoj.gov no later than 10:00 a.m. EST, 06/23/2023. Questions are due no later than 1:00 p.m. EST, 06/20/2023. Statement of Objective Introduction/Overview The United States Marshals Service is requesting information regarding a prospective chartered flight that would require a medically configured aircraft (i.e. air ambulance). This chartered flight would be from OCONUS (Western Asia) to CONUS (USA East Coast). Objective Services should come with the requisite personnel (paramedics, RN, and/or physician) as determined by their own internal review of a patient�s medical history and current condition. Medical personnel would need to be able to provide advanced cardiac care, including ACLS and potentially manage vasoactive medications. This would therefore require the capability for cardiac monitoring, pacing, cardioversion as well as pumps to manage infusions. Additionally, if airway became a concern, they could conceivably need to intubate the patient and manage a ventilator given the anticipated duration of flight(s). Pain management and sedation are bundled in the requirements above. The Contractor shall provide Aircraft, Crew, Insurance, Maintenance, and Fuel (ACIM+F).� The charter will need to provide all flight attendants required under Part 121/125/135.� Positioning and de-positioning to and from originating point, flight planning, ground handling, landing fees, de-icing costs, and any applicable taxes will be the responsibility of the Contractor.� Catering will be provided by the vendor, as well.� The aircraft shall have an operational auxiliary power unit (APU) installed.� The aircraft should have operational air stairs, either forward or aft, and if not so equipped, the Contractor shall be responsible for ground air stairs at each location on the flight schedule. In addition to crew, aircraft would need to have a capacity for 3 additional US Marshals Service staff. Due to the extensive amount of coordination between multiple U.S. and Foreign Government Agencies, last minute changes of tail numbers, crew members, flight paths, diplomatic clearances, etc�, are strictly prohibited.� Any such changes must be communicated in writing to the Contracting Officer and other applicable government POCs as soon as possible and may reflect adversely on past performance.
