- Disclosure: This is a Sources Sought notice, issued by the Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office Unmanned & Small Combatants (PEO USC) for information and planning purposes only.� This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order.� No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.� Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement.� Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response.� The Government will not be liable for or suffer any consequential damages for any proprietary information that has not been both properly marked and clearly identified.� Information marked proprietary received in response to this Sources Sought will be safeguarded and handled in accordance with applicable Government regulations.� To aid the Government in its review, please segregate proprietary information. Purpose: The overall objective of this Sources Sought is to conduct and update market research in support of preliminary planning for the acquisition of a contractor owned and contractor operated (COCO) �long dwell� Unmanned Surface Vessels (USVs) in support of OCONUS Maritime Domain Awareness (MDA) wide area search missions. General Capabilities: PEO USC is seeking mature and proven COCO �long dwell� USVs in support of OCONUS MDA wide area search missions. The craft�s hull shall comply with at least ABS Light Warship Codes in support of multi domain operations. �Vehicle shall be capable of remaining on station in an operational area for greater than 120 days without physical intervention by maintainers or operators in support of wide area search objectives.� Vehicles must have engine power capable to transit at 9+ knots to various OCONUS locations based on the needs of fleet commander. �Vehicle shall have the organic ability required to station keep without the use of environmental aids (i.e. wind, underwater current). �In support of extended MDA objectives - solution requires continuous acoustic, radar, and visual sensors that are hard mounted to the platform.� For additional payloads, power should be sufficient to support greater than 1500W continuous loads. �Radar shall be able to detect targets at ranges equal to or greater 18nm. �Redundant and/or complementary underwater acoustic sensors must be able to detect surface/underwater targets and features at ranges greater than 16nm and depths greater than 5000 ft. �Visual sensor (camera) shall be at sufficient height (non-tethered) required to visually identify targets at distances of 0.5nm or greater. �Sensor data shall be processed onboard the vehicle via edge computing through the utilization of automatic target recognition and/or artificial intelligence tools, encrypted, and then transmitted to a standalone ground station or Government owned common operating picture. �Sensor data format shall be open for government or third-party integration into a government common operating picture (i.e. open Application Programming Interface (API) specification). �Craft shall not contain any technology that is subject to ITAR restrictions. Submissions: This Sources Sought is being issued for the purpose of identifying contractors with the required expertise and capabilities that might be interested in responding to a Request for Proposals, if one were to be issued, for COCO �long dwell� USVs.� A detailed proposal is not requested.� Not responding to this Sources Sought does not preclude participation in any future competitive solicitation, if one is issued.� If a solicitation is issued, it will be announced via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (https://piee.eb.mil) and all interested parties must respond to that solicitation announcement separately from the responses to this RFI.� Interested sources are encouraged to submit a capability summary describing the same required services above, the firm's recent relevant business experience and their approach in meeting the requirements stated above.� Responses should include: The name and address of the interested party and the location of the services provided in the past. The CAGE and SAM Unique Entity ID. Relevant NAICS and PSCs. Small Business Program Representations including any Small Disadvantaged Business Concerns. Contractor points of contact information including names, titles, phones, and email addresses. Service Capacity: Please provide information demonstrating their capacity for operation of multiple vessels.� When describing capacity, please address past operations. �Please include the estimated maximum operational capacity per year, considering constraints from other contracted and projected workload for other project/programs. Past experience providing COCO �long dwell� USVs of the same characteristics identified above including: Portions which will be internal vice subcontracted; Any intended teaming arrangements; Familiarity with Government contract requirements;� Examples of successful Government contracts of similar scope of work, including specific OCONUS experience; Description of the services provided that meet the above listed requirements. Provide approximate price for operation of ten (10) vessels over a 90-day period. This Sources Sought is the continuation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not an RFP.� The informational responses shall contain unclassified information only. �Please provide responses by email, the Government will not accept telephonic questions.� Information should be e-mailed to Dr. Jarred Conley at jarred.m.conley.civ@us.navy.mil AND Mr. Eric Dieges at eric.dieges.civ@us.navy.mil.
