- Page 3 of 3 Evidence Based Practice Platform 36C77623Q0367 The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing commercial off the shelf web-based product named the Ovid Synthesis Clinical Evidence Manager that will be made available throughout the VA healthcare system. Wolters Kluwer, shall provide for the following: A management tool that streamlines literature searches, tracks the appraisal process, and tracks any projects from implementation through dissemination. ONS estimates a minimum of 20 projects with a potential for 60+ projects per year. The product shall be capable of the following: Executive and Project Level Dashboards provide real time visibility into all quality improvement, evidence-based practice, and research initiatives Standardized Templates for Quality Improvement (QI), EBP, and research workflows that can be configured to reflect organizational best practices Collaboration capabilities ability to allow and encourage team members to hold discussions within the project template to document and track the evolution of the project. Integrated search with full text retrieval - provide an intuitive, clinically oriented search interface with access to the full text of articles within the platform Literature appraisal tool - provide configurable Literature appraisal forms with AI-driven features to accelerate data extraction Evidence Synthesis and Project Reporting Suite - support an automated assembly of key project outputs including an evidence table and summary of findings Archive Work Work is archived and accessible even after contract completion Access to the management tool must be via online access. This can be accomplished by a secure link or username/password. This procurement is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy. The NAICS code for this procurement is 519290 and the Small Business Administration Size Standard is 1000 employees. This notice of intent to sole source is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes itself capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Responses to this notice are due on or before 6/30/2023, 12:00 pm ET to this procurement s contract specialist, Benjamin Niznik, at Benjamin.Niznik@va.gov. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12-point font minimum, response to the information identified in the Sources Sought Notice.
