Description
This notice serves as the Presolicitation Notice in accordance with FAR 5.204 The associated North American Industry Classification System (NAICS) Code is 561210, and the Business Size is $47.0 Million. The Product Service Code is C1EB. This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. ACC AMIC/PKD, 300 Exploration Way; Hampton, Virginia, 23666 intends to issue a full and open solicitation to acquire and execute Small Scale Construction in support of U.S. CENTCOM.� � Proposed Solicitation Number: FA4890-23-R-0046 Description: This is a new requirement being executed on behalf of CENTCOM and consists of 10 separate design and build projects located at three (3) different sites: 1) Dahana, Tajikistan, 2) Gulbahor, Uzbekistan, and 3) Amman, Jordan. Each separate project will be constructed to the respective host nation building codes and is subject to the $750,000 statutory cap IAW 10 USC 284c. Details for the site visit for Gulbahor, Uzbekistan and Amman, Jordan will be provided on a future date. Instructions to Contractors: Contractors are required to provide:� Name of company List of names Position (Engineer, CEO, etc.) Copy of passport for each individual Make, model and license plate numbers of vehicle to be used during site visit. � NOTE: This information is required no later than 16 June 2023. Due to security requirements site visit attendance is limited to local nationals/in-country personnel only. Each contractor is permitted to submit a maximum of two (2) attendees. Changes/additions to attendees after 19 June 2023 are not permitted.� Personnel/companies that do not receive prior approval will not be permitted to attend or access the site.� The US Embassy will issue a DIPNOTE and there will be no deviations allowed. The Government is not liable for any expenses incurred by Offerors to participate in the Pre-Proposal Site Visit. The Contractor is responsible for thoroughly examining the site and existing conditions, prior to bidding, and ascertaining the nature and location of the work and the general and local conditions which can affect the work or its cost, and bears the risk of unanticipated cost increases, for factors including but not limited to: Conditions bearing upon transportation, disposal, handling, and storage of materials and equipment; Securing the site(s), material, equipment and work for safety and to prevent theft and/or vandalism; Availability of material, equipment, labor, lodging, transportation, water, electric power, sanitary sewer, and roads; Uncertainties of weather including historical weather data, river stages, tides, or similar physical conditions at the site; Conformation and conditions of the ground and structures; Character of equipment and facilities needed preliminary to and during work performance; Providing life support for all supporting personnel. Expected Solicitation Release Date: On or around 30 June 2023 Expected Closing Response Date: 15 August 2023 Please submit all required information regarding attendees no later than 16 June 2023 to the Contracting Officer, Colin Pugh and Contract Manager, Chase Gordon via email; colin.pugh@us.af.mil and chase.gordon@us.af.mil. Any questions shall be submitted in writing to the ACC AMIC Contracting Officer and the Contracting Officer will respond in writing.� Offerors are cautioned any response or instruction, verbal or otherwise, from anyone other than the Contracting Officer are not to be construed as a contract required and if followed are at the Contractor�s own risk.� ***UPDATE 23 June 2023 -�Gulbahor, Uzbekistan Border Crossing - Site visit registration instructions A pre-proposal site visit is scheduled for the Gulbahor, Uzbekistan Border Crossing requirements.� The visit will be held on 2 August 23. All interested parties are reminded to review the performance work statement (PWS) and comply with 1.2.4. Country Specific Host Nation Contractor Requirements and Appendix A Host Nation Cleared Subcontractor List.� The referenced list of Host Nation cleared contractors that have been approved by the Host Nation and the US Embassy to access and work on Customs and other government installations and facilities.
