Description
1.�������� This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.� The intent of this notice is to identify potential offerors for market research purposes. 2.�������� The Navy requires an Indefinite-Delivery/Indefinite-Quantity Contract contract to provide all services necessary for the final treatment/disposal of the hazardous property listed in the schedule in accordance with all local, State, and Federal regulations, to include DoD component directives and the terms and conditions of this contract. These services shall include all necessary personnel, including applicable subcontractors, labor, analysis, transportation, packaging and equipment. All wastes, regardless of their condition, are being discarded by the Government. The contractor shall meet Department of Transportation (DOT) requirements to include packaging of the waste and will not be reimbursed separately for container or packaging costs. The contractor must also comply with all OSHA and U.S. Department of Defense safety regulations and procedures to include those of local Hawaii commands, bases and/or facilities. Pickup services to be performed primarily on Oahu, but may include Kauai, Hawaii Island and other areas within the NAVFAC Pacific AOR. 3.�������� The contractor shall, without additional expense to the Government, be responsible for paying all fees, preparing or obtaining any necessary licenses, permits, notifications, waste profiles, or reports, which result from a contractor�s transportation, recycling, or disposal decision. This includes acquiring any required permits or registrations necessary to operate on any installation listed in this contract. A contractor will be licensed to operate in the State Of Hawaii and maintain all applicable Federal and State certifications for Hazardous Waste Operations. Personnel performing work in HAZMAT/HAZWASTE must complete the HAZMAT/HAZWASTE handling course or have a minimum of one year of experience working with HAZMAT/HAZWASTE. 4.�������� The contract will be a base period of one year plus four option years.� Only the base period of the contract will offer a minimum guarantee.� The minimum guarantee will be $5,000 and the maximum value of the contract will be the total value of all the Contract Line Items in the Schedule.� The total term of the contract, including all options, will not exceed 60 months.� The Government will not synopsize the options when exercised.� 5.�������� Procurement Method:� Contracting by Negotiation.� The NAICS Code for this procurement is 562112 and the annual size standard is $47.0 million. 6.�������� Interested sources capable of providing the required services must respond by e-mail to Jennifer.m.hue.civ@us.navy.mil no later than July 10, 2023 10:00AM HST.� Interested sources shall provide their response using Attachment S-1. 7.�������� No other information is required at this time.� This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract.� An award will not be made on responses to this notice.� This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP.� Based upon the responses received, the Government will determine the set-aside method for the procurement.
