NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. �THIS IS A SOURCES SOUGHT NOTICE ONLY. �This sources sought notice is for planning and informational purposes only and will NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. �The Government will NOT be responsible for any costs incurred in responding to this notice or furnishing the requested information, nor the Government's use of such information. �The Government reserves the right to reject, in whole or in part, any Contractor's input resulting from this notice. �No contract will be awarded as a result of this announcement. �Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Introduction Program Manager, Advanced Amphibious Assault (PM AAA) is responsible for the sustainment of the existing Assault Amphibious Vehicle (AAV) Family of Vehicles (FoV). PM AAA is seeking to identify interested vendors capable of providing parts and/or components for the AAV FoV to support Foreign Military Sales (FMS) customers.� Specifically, AAV FoV spare parts; Special Tools and Test Equipment (STTE); Operator/Maintainer and Instructor and Key Personnel (I&KPT) Training; collateral material; Field Service Representatives (FSRs) and Contractor Engineering Technical Services (CETS).� Four attachments listing parts/components and items that may be required for this potential effort are provided with this announcement. The Government owns the Technical Data Package (TDP) for the AAV FoV. �PM AAA is seeking interested sources capable of performing the following tasks: a. Provide parts supply and logistics support process to: Procure vehicle spare parts (two-year supply and supply support) Procure AAV FoV STTE Procure special mission kits Procure collateral material Identify all material by part number and National Stock Number (NSN) (if provisioned) and Commercial And Government Entity (CAGE) Code Identify long lead items and associated timelines Identify and provide status reporting detailing obsolescence/Diminishing Manufacturing Sources and Material Shortages (DMSMS) Identify suitable replacement components and sources of supply when required due to obsolescence or material issue, identified by part number and NSN (if provisioned) Identify and mange material deviation, to be documented and processed through Request For Variance (RFV) process Provide a comprehensive supply chain management process to include, but not limited to, procurement, material inspection/acceptance, material storage, material kitting, material packaging, shipment, and delivery Provide monthly material status documentation (accountability on what has been ordered, received, kitted, packaged, shipped, estimated ship dates, etc.) Provide initial Operator and Maintainer training to be conducted in the FMS customer�s country on the AAV FoV and M36E T1 Thermal Sighting System with the capability of providing I&KPT Training as required Provide FSR support commencing upon the delivery of the of the first vehicle with the capability of extending the capability as required.� This will include at least one personnel at each of the two locations identified by the FMS customer. Provide one year of CETS commencing upon the delivery of the first vehicle with the capability of extending the capability as required.� This will include up to two personnel at each of the two locations identified by the FMS customer.� Services include but not limited to providing assistance with receiving and inspecting/de-processing of delivered vehicles and offering the knowledge and solution of land/water mobility readiness of each vehicle after functional check and debugging support.� The Government anticipates that the work to be performed under this requirement will not involve access to sensitive or classified information. The anticipated business arrangement will consist of a contract award, under which future contract actions may be executed to support other foreign country requirements. �Future contract actions will be determined by requirements outlined in an implemented FMS Letter of Offer and Acceptance (LOA). 2.� Purpose This Sources Sought Notice constitutes market research IAW FAR Part 10 and is not an RFP.� The Marine Corps Systems Command (MCSC) issues this Sources Sought Notice, in support of Program Executive Officer - Land Systems (PEO LS), to determine if more than one vendor has the capability to provide the support described within this notice. 3.� Objective Data submitted in response to this Sources Sought Notice will be used to assess marketplace environment for business to provide the MCSC with the support described above. 4.� Submission Instructions and Format Interested United States vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this Sources Sought Notice via a submission of an executive summary on 8-1/2 x 11 inch paper, no more than 10 pages in length, using 12-point font describing the parts kit support capability for the AAV to support FMS customers. �All responses must include the following information: � � �a. Company name, address, email, telephone number, point(s) of contact; � � �b. Does Company name have an active Seaport contract via the Seaport portal? �(https://govnxg.seaport.navy.mil); � � �c.� Commercial and Government Entity (CAGE) Code and Data Universal Numbering System (DUNS) number; � � �d.� Size of business pursuant to North American Industrial Classification System (NAICS) code 336992; � � �e.� White paper providing capabilities for the parts supply and logistics support service including Program Management, Logistics, Engineering, Supply Chain Management, Inventory Management, and other related labor categories and relevant past performance�relating to parts supply and logistics support service of two or more Government contracts. � � �f.� Any unique requirements to perform the described work for PM AAA (e.g., on-site and off-site requirements, financing terms, and special equipment). 5.� Responses Please be advised that any proprietary information must be marked as such on a page-by-page basis. �The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on each page containing proprietary information. �Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this notice is proprietary. This Sources Sought Notice does NOT constitute an RFP nor a promise to issue an RFP in the future. �This Sources Sought Notice does not commit the Government to contract for any supply or service. �The Government is not seeking proposals at this time and will not accept unsolicited proposals. �It is the Contractor�s responsibility to check the Beta System for Award Management (Beta SAM) website at https://www.beta.sam.gov/ to get additional data regarding future potential solicitations. �Contractors are advised the Government will not pay for any information or administrative costs incurred in response to this Sources Sought Notice. The information provided in the Sources Sought Notice is subject to change and is not binding on the Government. �The Government has not made a commitment to procure any of the items discussed and the release of this Sources Sought Notice should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. �All submissions become Government property and will not be returned.
