- Description
- This is the formal Solicitation based on the the Draft RFP of the same Title SUBJECT:� Request for Proposal (RFP) FA714623R0007, DC3 Commercial Sensor Enabling. 1.� The AF has a requirement for the subject effort. This IDIQ Contract will be predominantly Cost plus Fixed Fee (CPFF) type effort. It is requested that interested parties respond to the attached solicitation with a technical proposal. Please reference the SF33 and Sections L&M for proposal submission POC information and instructions. The proposal will be due NLT 1759 EDT on 13 July 2023. Questions and Answers are required to be submitted NLT 1600 EDT on 30 June 2023. 2.� Identify any conflict of interest or appearance issues which may be a potential Organizational Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented, and any basic contract clause(s) that govern the IDIQ.� OCI mitigation plans or a statement that no OCI exists should accompany your proposal. Contractors are responsible for immediately notifying the Contracting Officer should any potential conflict of interest arise at any time prior to and/or after contract award. 3.� The proposal classification level is restricted to no higher than TS/SCI. 4. he Government intends to award without Discussions but reserves the right conduct Discussions if determined to be in the Government's best interests. 5.� Questions and Answers / Assumptions and Exceptions:� Contractors are cautioned that all communications are to be channeled through the Contracting Officer.� Any questions whether technical or contractual in nature shall be submitted in writing.� Questions and Answers may be submitted in writing by the time and date listed in Para 1.� Questions will be consolidated, and responses will be posted on SAM.gov.� No further questions will be addressed on this requirement after this date. Contractors shall address any assumptions and proposed exceptions to the Contracting Officer (CO) in their proposal.� 6.� This RFP is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal.� The Government reserves the right not to award a contract stemming from this RFP.� Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. 7. In Order to receive Attachment 10 titled PCAP, please provide a request via email with the following: Company Name: Unique Entity Identification (UEI): Commercial And Government Entity (CAGE): 8. Throughout the selection process, Engineers and Subject matter experts will be leveraged. These SMEs are contractors from The MITRE Corporation located in McLean, VA and at the DC3 office located at Lithicum MD. 9.� Responses to this request shall be delivered in accordance with the directions in attachment 3� section L.
