- The purpose of this Request for Quote is to solicit quotes for a supply requirement. This solicitation is set aside for SDVOSB sellers under VAAR 819.7006. The Small Business Administration s Nonmanufacturer Rule is applicable to this acquisition. In order to satisfy this rule, all SDVOSB sources must provide a product from a small business manufacturer and provide proof of such. The size of the small business manufacturer is determined by the latest SBA size standard under the NAICS Code 333415 Laboratory-type freezers manufacturing. The SDVOSB offerors must satisfy the requirements of 13 CRF 121.406(b)(1)(i), (b)(1)(ii), and (b)(1)(iii) under the Nonmanufacturer Rule. The end item must also be a domestic end product under the Buy American Act. Any responses outside of this defined scope of source will be considered unresponsive. There will be no class or individual waivers sought under Non manufacturer Rule for this potential acquisition. To submit a responsive offer, following documents and/or information must be received: Completed and signed SF 1449 (This document). Company name, address, and point of contact, phone number, e-mail address, and UEI. Proof of SDVOSB: SBA certification or registration U.S. Small Business Administration Veteran Small Business Certification (VetCert) located at https://veterans.certify.sba.gov/. The Department of Veterans Affairs, NCO20 is looking for Brand Name or Equal sources of the following: Helmer iLF120-GX i.Series Laboratory Freezer, 20 cubic feet (with NSF/ANSI 456 Vaccine Storage Certified Labeling and Certificate or Calibration) Manufacturer: Helmer Scientific Quantity: 1 Helmer iPR256-GX i.Series Pharmacy Refrigerator, 56 cubic feet (with NSF/ANSI 456 Vaccine Storage Certified Labeling and Certificate or Calibration) Manufacturer: Helmer Scientific Quantity: 2 Required Salient Characteristics: Laboratory Freezer Helmer iLF120-GX i.Series Laboratory Freezer is needed for safe vaccine storage with the recommended temperature settings per CDC guidelines in the main pharmacy at the Walla Walla VA Medical Center Pharmacy. The equipment must meet the minimum of the following: Must be pharmaceutical grade purpose-built units. Must include a buffered temperature probe to prevent false thermostat readings. Must include certificate of calibration generated with an ISO 17025. Must include digital reader with data logger - this will allow pharmacy the ability to generate regular quality control measures for temperature verification, logging & download capabilities. Must be certified to NSF/ANSI 456 vaccine storage standard - required by the CDC. Must include onboard temperature alarm - this will notify pharmacy personal when set temperature ranges are exceeded. Must include forced air circulation - this maintains temperature integrity by providing quick recovery time after door is opened. Must not include defrost cycle to maintain temperature - this will ensure constant temperature control & not create sudden dips in temperature. Must be ENERGY STAR Qualified- this allows for better energy efficiency, saving SORCC utilities cost. Quote must including shipping and if any of the above salient characteristic is offered as an option, such option prices must be reflected in the final price of your quote. The government will assume that your final price submitted includes all of the items in the list including shipping. Place of Delivery: Jonathan M.
