Description
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 6.302-1(a)(2)). with the University of Iowa, 105 Jessup Hall, Iowa City, Iowa, 52242-2316, for a contract for Nitrate Reduction via Reservoir Water Level Management. The US Army Engineer Research and Development Center (ERDC), Ecological Resources Branch (EEE) of the Environmental Laboratory (EL), requires scientific research services to continue research on Nitrate Reduction via Reservoir Water Level management in Central Iowa.� The Ecological Resources Branch (EEE) of the ERDC Environmental Laboratory supports customer/stakeholder decision making for the Corps, the Army, and the DOD by providing research and technical expertise in nitrate reduction via reservoir water level management in central Iowa. ERDC nitrate reduction research has been ongoing since 2021 in collaboration with the University of Iowa.� The US Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Ecological Resources Branch (EE-E) had a cooperative agreement with the University of Iowa (W912HZ2120023) to collect data and conduct surveys of nitrate concentrations in reservoirs.� This is a follow-on requirement to continue data collection to finalize and validate previously collected data under the BAA.�� The minimum needs for this requirement shall include: boat surveys of nitrate concentrations in the Red Rock Lake reservoir taken using a boat-deployed water quality monitoring system equipped with a specialized motor for navigating shallow water and equipped with water quality monitoring equipment (brackets, power supplies, intake pumps, on-board reservoir, data logger, GIS equipment, computing capability, and water quality sensors), following proprietary methods and protocols developed under W912HZ2120023. Data collected shall be analyzed and a summary of the sediment and nitrate loss rates shall be calculated. This acquisition is being conducted under FAR 13.106-1(b). There are no set-aside restrictions for this requirement.� The intended procurement will be classified under North American Industry Classification System (NAICS) 541714 Research and Development in Biotechnology (except Nanobiotechnology), with a small business size standard of 1,000 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted only by e-mail as a Microsoft Office Word, Microsoft Office Excel, or Adobe PDF attachment to crystal.e.north@usace.army.mil.
