- The Mission and Installation Contracting Command (MICC) at West Point� intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i). ""Only one responsible source"" is based on the company being the sole developer and provider of the product and / or service and is therefore the only source capable of satisfying the Government's requirement. The Government intends to solicit and negotiate with: The Center for Research Libraries 6050 S. Kenwood Ave. Chicago, IL. 60637-2804 The following items / services are of interest to the Federal Government: MFR: The Center for Research Libraries (CRL Inc.) P/N#: None ITEM: CRL Membership Fee Period of Performance: 7/01/23 thru 6/30/24 CRL Inc is a consortium of more than 240 colleges, universities, and independent research libraries that require the use of JSTOR (a digital library with membership access to international consortiums) and ICON (a multi-volume publication based on all aspects and periods of past and present technologies). The consortium provides users with the ability to access over 5 million publications, 5,000 archives and collections, and 1 million digital records on humanities, science, and social science. Members are also entitled to the following: �Load CRL catalog records at no charge (includes periodic updates).� Program and service orientations. Individualized resource searches (available through CRL�s User Services Liaison). Web consultations to optimize user access to the CRL catalog. Participation in JSTOR, ICON, Print Archiving, and other CRL activities and partnerships. �6,500 international newspapers, many dating to the 1700s � the largest collection of circulating newspapers in North America. 4,500 U.S. newspapers, many dating to the colonial era including 2,000 ethnic titles. More than 38,000 foreign journals that are rarely held in U.S. libraries. More than 800,000 foreign dissertations, mostly from European universities. Area Studies ? Major microform and paper collections from Africa, Latin America, Middle East, Europe, Asia, Southeast Asia, and more. This requirement is considered a sole source to The Center for Research Libraries (CRL Inc) because � based on market research and to the best of MICC West Point�s knowledge � membership to the consortium can only be obtained through CRL Inc. The contents provided to the consortium are only available to its members. The consortium protects its network using cryptographic keys with military grade 128-bit encryption algorithms. Furthermore, their security protocols are in accordance with Federal Information Processing Standards (FIPS) that govern the handling of sensitive data. This Notice of Intent is not a request for competitive proposals and no solicitation document exists to seek competition. However, any interested party that believes is capable of meeting our requirement may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized agent. If a vendor is an authorized agent of CRL Inc, they must submit written proof from CRL Inc that says they have permission to provide membership / access to the consortium on their behalf (CAUTION: Documents will be verified with CRL Inc). All interested parties must provide the following data with their responses: 1. Full Company Name and Address 2. SAMs Unique Entity ID (UEI) 3. CAGE Code 4. TAX ID# (aka �EIN� or �TIN�#) 5. Business Size (must be stated on your reply) 6. The NAICS Code(s) your company uses to identify its business size 7. Company POC, Email, Phone# �8. Proof (no exceptions) - - a. Authorization letter from CRL Inc that says you are an authorized agent of CRL Inc with permission to provide membership / access to the consortium on their behalf. The Small Business Administration (SBA) NAICS Code is 611710 and the SBA Size Standard is $16.5 Million. A determination not to compete the proposed requirement based on the responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for market research purposes to determine a competitive procurement. Responses must be submitted in writing by the No-Later-Than (NLT) closing date and time stated below. Telephone responses or requests will not be accepted.
