- This is a Synopsis Notification (Intent to Sole Source).� The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i).� ""Only one responsible source"" is based on the company being the sole developer and provider of the product and/or service and is therefore the only source capable of satisfying the Government's requirement.� The Government intends to solicit and negotiate with: � � � � � � � � � � � � � � � � � � � �Cayuse LLC � � � � � � � � � � � � � � � � � � � �121 SW Salmon St., Suite 900 � � � � � � � � � � � � � � � � � � � �Portland, OR 97204-2919 This requirement is for renewed access to Cayuse�s digital platform and its contents by the United States Corp of Cadets at West Point.� Access to the platform and its contents has been ongoing for the past 3 years under the following: MFR:� Cayuse LLC P/N#:� None Item:� Human Ethics Subscription Contract:� W911SD20P0185 Awarded:� 09/15/20 Qty:� 3 years (Base + 2 Option Years) ������������ � The current Period of Performance (PoP) expires on 09/15/23.� The next PoP is for a 1-year (12 month) period from 09/15/23 thru 09/14/24 (Base Year).� Option Year 1 (09/15/24 thru 09/14/25) and Option Year 2 (09/15/25 thru 09/14/26) will be added incrementally.� ������ This is considered a sole source to Cayuse LLC because � based on market research and to the best of MICC West Point�s knowledge � their digital platform and its contents are the sole property of Cayuse LLC.� Its contents are only accessible through their network database.� The vendor does not sell nor supply access to their platform through third parties.��� � � � �The NAICS Code Qualifier is 513120; SBA Size Standard is 1000 employees. This Notice of Intent is not a request for competitive proposals and no solicitation document is available.� However, any interested party that believes is capable of meeting our requirement may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized partner / seller of Cayuse LLC.� If you are an authorized partner / seller of Cayuse LLC, you must submit written proof from Cayuse that says you are authorized to supply / sell access to their digital platforms on their behalf (* INFO WILL BE VERIFIED *).� All interested parties must provide the following data with their responses:� 1.� Full Company Name and Address 2.� SAMs Unique Entity ID (UEI) 3.� CAGE Code 4.� TAX ID# (aka �EIN� or �TIN�) 5.� NAICS Code (must be 513210 to qualify) 6.� Business Size (""Large"" or ""Small""� must be stated on your reply) 7.� Company POC, Email, Phone# 8.� Proof (no exceptions) - -� a.� Authorization letter from Cayuse LLC that says you are authorized to supply / sell their software - and - access to their digital platform on Cayuse�s behalf. � A determination not to compete the proposed requirement based on the responses to this notice is solely within the discretion of the Government.� Any information received will be considered solely for market research purposes to determine a competitive procurement.� Responses must be submitted via email only by the No-Later-Than (NLT) closing date and time stated below.� Telephone responses or requests will not be accepted.� Submitting generic responses just to receive a reply - or - submitting queries that clearly shows you have not fully read everything that is posted will be considered as �Non-Responsive�.� All replies / documents must be submitted via email only to jorge.l.acevedo4.civ@army.mil by NLT July 5, 2023 (Wednesday) @ 12:00 PM (EST).
