- SAVE THE DATE: Please join the Federal Aviation Administration (FAA) on August 3, 2023, for virtual via Zoom) industry day event focusing on how the agency can modernize the FAA Acquisition System Toolset (FAST) website (https://fast.faa.gov) platform and its related content management and change processes. The Federal Aviation Administration (FAA) is seeking to modernize the FAA Acquisition System Toolset (FAST) website (https://fast.faa.gov), its underlying content management, and change request processes. FAST is the official repository of the Acquisition Management System (AMS) and other acquisition tools and resources (i.e. FAST content). The AMS establishes policy and guidance for all aspects of lifecycle acquisition management for the FAA. The objectives of the AMS are to increase the quality, reduce the time, manage the risk, and minimize the cost of delivering safe and secure services to the aviation community and flying public. AMS promotes these objectives through partnership among service providers and customers to ensure FAA plans, programs, and budgets address priority aviation needs. While the AMS has enabled the FAA to reduce time, improve schedule and cost variances, and deliver capabilities to the field, challenges with the current revision process deny FAA the ability to capitalize on the benefit of its framework: the flexibility to change. Issues with an aging website platform, lengthy software upgrade processes, and manual change processes further exacerbate system updating and management. As the primary source governing agency acquisitions, it is necessary to update information frequently to reflect internal policy changes, as well as requests governed by law, Executive Orders, and OMB/GAO while ensuring the system is reliable enough to withstand all changes. It is essential to improve/update both the content management system and change request process. The content management refers to the library of FAST content that is accessible to both internal and public users. The change request process refers to the business process of updating the content (including user notifications, required approval workflows, and publishing updated content to the website). The FAA is looking to modernize the FAST website platform and its related content and change management processes by replacing the current, predominantly manual system, with a secure application capable of providing customizable process management, records revision traceability, centralized review and approvals, and instant publishing capabilities of FAST content to the FAST website. Proposed solutions should modernize and enhance the FAST website platform. All proposed solutions must be built with or utilize/integrate one of the following Low-Code Application Platform (LCAP) case management platforms approved by the FAA: Appian, Pega, Salesforce or ServiceNow. �Vendors must be certified integrators of the platform they will be integrating to meet the project requirements. All proposed solutions must have the ability to be hosted on one of FAA�s approved cloud platforms (currently Amazon Web Services or Microsoft Azure) and be at least FedRAMP moderate certified. �The solution should include implementing a more robust content management system housing all FAST content, an automated or improved change/approval process for updating the content, and push-button publishing to disseminate the updated content to the website. The FAA is hosting the event to communicate current system processes and challenges and gain a better understanding of commercially available/production-ready industry solutions that could fulfill the requirements of the project and modernize the FAST website/content management structure. It will also give vendors an opportunity to ask questions and/or request clarification from the FAA regarding the project. Come help the FAA develop a new solution to modernize FAST, automate/improve its update processes, and improve overall system flexibilities.
