Corcoran Peak Cultural Resource Inventor, Upper Colorado River District, Colorado EXTENSION OF REQUEST FOR QUOTE DUE DATE UNTIL FRIDAY, JULY 14, 2023, AT 4:00 PM MT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and attachments constitute the only solicitation; quotes are being requested and a written solicitation will not be issued. Consider this solicitation (140L3723Q0073) as a Request for Quotes (RFQ). This solicitation documents incorporate provisions and clauses in effect through Federal acquisition Circular 2019-03. This solicitation is set-aside for small business. NAICS 541620 - Environmental Consulting Services. The small business size standard is $19.0 million. Product Service Code B503 - Special Studies / Analysis-Archaeological/Paleontological. The resulting purchase order will be a firm-fixed price type contract. (SEE ATTACHMENTS FOR COMPLETE STATEMENT OF WORK, EVALUATION CRITERIA, MAPS, WAGE DETERMINATIONS, AND CLAUSES / PROVISIONS.) Section 1: Contract Terms & Conditions 1.1 ITEMS BEING ACQUIRED/TOTAL PRICE The Contractor shall furnish all personnel, facilities, equipment, materials, supplies, and services (except otherwise expressed or set forth in this contract as furnished by the Government); and otherwise do all things necessary for, or incidents to the satisfactory performance of this contract. Under this contract, the Contractor shall provide the items of work required to fulfill the Statement of Work (SOW) as called for under Tasks I - V issued hereunder. The SOW is setup for four irregular units block cultural resource inventory (CRI) of Corcoran Peak area for a total of 1,483 acres within the lands administered by the Upper Colorado River District (UCRD) Bureau of Land Management (BLM) Colorado. 1.2 DELIVERABLE OF SERVICES % of Contract Award A. Tasks I-III Literature Review and Inventory 50% B. Task IV & V Draft and Final Report 50% Section 2: Project Description 2.0 DESCRIPTION OF PROJECT Complete an intensive Class III cultural inventory of public land administered by the BLM for a fuels reduction and habitat improvement project in Mesa County, Colorado (See Attachments). The contract will consist Tasks I-V comprising a total of 1,483 acres to be inventoried. Work will be carried out by or under the direct supervision of an individual holding a Colorado BLM cultural resource use permit. The intent of this archeological inventory is to identify, record, and evaluate cultural resources for their potential eligibility to the National Register of Historic Places to aid the BLM in resource management, compile cultural and paleontological data for future research, and to satisfy the BLM's obligations to Section 106 of the National Historic Preservation Act. Following the completion of field work the results will be prepared in draft and final report documents that include data synthesis of all cultural resources and analysis within the project area. The four units are located on top and below South Shale Ridge (see attached maps). This is ~17 miles west of De Beque Colorado. The altitude of the project area varies form ~6,200-7,900ft. Road access is good when dry via county roads west of De Beque, The area consists of pinyon-juniper, oak and mixed conifer with sage parks and Eocene badlands. Scattered ponderosa is present which could be a drought tolerant variety. Beyond standard habitat improvement goals, this project aims to protect these unique Pine. Geological setting is composed of the Wasatch Formation and overlaying Green River Formations. Both of these units have significant fossiliferous zones. However, much of the project area is focused on stable landforms containing vegetation and not on erosional exposures of these units. 2.1 Legal description: T. 8S, R. 99W sec. 30 &31 T. 8S, R. 100W, sec. 25, 35 & 36 T. 9S, R. 100W, sec. 1, 2, 3, 11 & 12 T. 9S. R. 99W, sec. 7 USGS 7.5 Topo Map Reference: Winter Flats At least Four previous surveys have been conducted within the proposed project area, but all are from the early 2000s or well before. These inventories present a sample that indicates a low to moderate site density. No sites are known to be present in the project area at this time. Historic agricultural use and pre-contact Native American resource procurement sites are expected. Section 3: Statement of Work 3.0 TASK I: FILE SEARCH, HISTORIC CONTEXT Task I consists of completing a file search overview with synthesis of data for known historic, ethnographic and archeological data that encompass the project area, and the area within one mile of the project boundary. This research is necessary to identify and compile all available known cultural data previously recorded and inventoried areas that includes recorded resources, isolates, and potential unrecorded resources to develop an interpretive narrative overview for understanding and writing the Historic Context of the project area. Available existing cultural resource data shall include, but not limited to, BLM Upper Colorado River District cultural resource inventory records, Colorado State Institutional Archives, Repositories; listed properties in the State Historic Sites Inventory, National American Engineering Records, and Historic American Buildings Survey records, and the Colorado Office of Archaeology and Historic Preservation COMPASS cultural resource database. Other available sources of information may be obtained from, and not limited to, State and National Registers, published and unpublished manuscripts, aerial photographs, General Land Office maps, Mining Ledgers, historical photographs, Museums and library reference material. Data gathered will then be used to develop a Historic Context overview of the project area for prehistoric, historic and potential traditional cultural properties (TCP's). At the time of submitting this contract, no TCP�s in the project area have been identified by tribes during consultation. After completion of the file search and Historic Context, the results will need to disseminate the gathered data within summarized tables, maps, photographs, narrative, or other informative format. Historic Context will consider explicit types of resources that might be encountered, and evolve potential research questions based on prehistory, and ethnology of the Colorado River Valley, and surrounding region. All discussions will need to be accurately identified and referenced in the bibliography. Previously recorded resources within one mile shall be presented in a table format. All sites shall be listed with their state trinomial number, site type, date recorded and the previous evaluation status of eligible, not eligible, or unevaluated/needs data to the National Register, and the report reference. Isolated finds and non-eligible resource data may remain in table format. National Register eligible resources, and unevaluated resources, within and immediately adjacent to the APE shall be further described in brief narrative detail as discussion points in support of the historic context and anticipated inventory expectations. A draft of this Historic Context shall be submitted to the COR or PI prior to the issuance of a fieldwork authorization form. After review, the COR/PI may suggest additional comments or directives to ensure a comprehensive overview and developed Historic Context. 3.1 TASK II: INVENTORY AND RESOURCE IDENTIFICATION Task II consists of completion of a Class III inventory spaced no more than 20 meters apart in accordance with: The BLM State Protocol Agreement (Protocol) with the Colorado State Historic Preservation Office (SHPO) dated October 29, 2014. Inventory standards and guidelines are specified in the most current BLM Colorado Handbook of Guidelines and Procedures for Inventory, Evaluation, and Mitigation of Cultural Resources, and associated Digital Data Specifications Guide, Colorado SHPO standards. District and/or Field Office standards and procedures and other supplemental guidance. Emphasis shall be placed on complete and timely coverage of the area to identify all cultural properties within the area of potential effect (APE) for the project. 3.1.a If there are areas identified that are too steep, vegetation or brush that is extensively thick, or other occurrences that prevent regular pedestrian intensive inventory transects feasible without risk to safety, or poor visibility, the COR/PI will be notified and consulted for further instructions. Such areas may need to be removed or alternative inventory methods to adequately cover the project area. The Contracting Officer will make the determination if areas are to be removed and any needed adjustments to the contract. 3.1.b Upon completion of the inventory and identification of cultural resources, the COR/PI may review the results and may provide comments or recommendations to insure comprehensive coverage of identified resources. 3.1c If a significant paleontological resource, including but not limited to: fossilized flora or faunal remains (older than 100 years) is located during this inventory, the COR/PI will be notified by an email that includes specific location data and photograph(s). Unless it is associated with cultural materials, this does not need to be included in the report deliverables. This contract does not require specialized paleontological personnel. This clause is for inadvertent discoveries of paleontological resources. 3.1d A fieldwork authorization form shall be carried with the field crews on the project area. This can be either carried by a crewmember or displayed in the window of the field truck. 3.2 TASK III: RECORD AND EVALUATE IDENTIFIED HISTORIC/ARCHEOLOGICAL RESOURCES. Task III consists of two parts: part 1: recording identified cultural sites and part 2: evaluation of those sites for their eligibility for inclusion to the National Register of Historic Places. All identified cultural resources shall be recorded in detail utilizing BLM Colorado Handbook of Guidelines and Procedures for Inventory and appropriate OAHP site forms. Following the BLM Guidelines for sites with relevant diagnostics, features, or other notable characteristics on each site shall be accompanied with a detailed site sketch map, feature sketch, and the site location identified on a USGS 1:24000 quadrangle map. In addition, all site forms shall have appropriate listed bibliographies of associated utilized/known references associated with site form. Incomplete site forms will be regarded as unfinished product. Inconsistencies will be corrected prior to acceptance and given state trinomial numbers. 3.2.a The core data for each site shall consist of completed OAHP Colorado forms defined in the Handbook of Guidelines and Procedures for Inventory. All considerations should include pertinent attributes spatial, temporal, and stylistic characteristics of the resource, and will be discussed in detail within the narrative description summaries. 3.2.b Completed site forms will be sent, along with all GIS spatial data for review and comments to the COR/PI prior requesting state trinomial numbers from SHPO. The BLM UCRD does not assign BLM site numbers. This may be submitted with the Draft Report (Task IV). 3.2.c Collection policy: collection of cultural material is not authorized. If a significant artifact is located that is threatened by damage, loss or theft, UTMs and a photograph will be provided to the COR or PI. UCRD archaeologist will then follow up with appropriate action. 3.2.d Evaluation results shall specify the National Register of Historic Places (NRHP) criteria set forth in 36CFR60 that applied to determining a significance value and formulating a determination of eligibility. This eligibility recommendation shall be well reasoned for or against nomination to the NRHP. If the site is recommended eligible under Criterion D, the specific research question(s) shall be noted. The NRHP criteria shall be applied to each component of a site. Results shall be summarized in a narrative format formulating the methods applied during the evaluation process. Discussion should include sufficiency of the data recovered and detail reasons for the evaluation methods prescribed, and the potential for the need to conduct additional data recovery to support eligibility determinations. Minimal scrapings, probing, or subsurface testing will be allowed to support evaluations. For any properties recommended as eligible, additional recommendations shall be made for treatment, mitigation, fire sensitivity and discussion on notable adverse effects (erosion, cattle, looting, off road vehicles, etc.) to these properties for elevating their protection and management. If a site is identified as a landscape size scale, the COR/PI shall be notified immediately for follow-up recommendations on how to proceed. 3.2.e All historic sites with identifiable features and structures shall include additional supportive OAHP architectural documentation with photographs, and sketch plan view maps. This documentation shall collaborate with the site sketch map. 3.2.f All prehistoric sites with significant identifiable features shall include additional supportive documentation including descriptions with photographs, and a plan view sketch diagram. This documented data shall collaborate with the site sketch map. 3.2.g If a site is located within the project boundary and extends beyond the inventory area, it will be recorded to a reasonable extent following the BLM Guidelines. The COR/PI should be notified immediately about the site and discuss options to appropriately address the issue. The primary objective is to properly record the site to allow adequate assessment and evaluation of that portion of the site within the area of potential direct and indirect effects based on evaluation criteria. 3.2.h After the completion of Tasks I - III an invoice may be sent for 50% of the contract award. 3.3 TASK IV: DRAFT INVENTORY REPORT Task IV consists of writing the draft report, GIS data and draft attachments. This task consists of data synthesis of the results from previous Tasks to develop the Final Report. The report will reflect all fieldwork results accomplished during this contract and should require minimal editing to produce the Final Report. OAHP site forms, figures and maps are referred to as attachments and should also be in a draft state that requires minimal editing before the final attachments are delivered. 3.3.a The Contractor shall provide all final data as electronic (.pdf) and Word document files on thumb-drive, or by Secure File Transfer Protocol with software compatible with Bureau of Land Management software. GIS data tables shall conform to BLM guideline standards for attribute table database fields. 3.3.b Within 10 days of submission of the initial Draft Report, the BLM shall provide comments on suggested revisions or modifications of the draft and electronic data. Conversations and corrections will continue until the edits are made and the COR/PI are satisfied the work has met the above guidelines and Standards for cultural resource inventory in the UCRD. 3.4.a Task V: Final Report 3.4.a The final report shall follow an acceptable format that shall be discussed during pre-work meeting (See OAHP guidelines). 3.4.b Within 101 calendar days of contract award, one complete copy of a final inventory report presenting results, including appropriate maps, tables, photographs, sketches, attachments and a final copy of electronic GIS site data. 3.4.c After receipt of BLM comments the contractor shall correct any revisions or modifications responsive to comments. The contractor shall submit the final deliverables electronically. This can be done through an FTP site, or thumb drives may be mailed if a FTP site is not alliable. 3.4.d After delivery of the final report, and acceptance is approved, along with submission of electronic files, and any appropriate Government Furnished Material, and the final invoice may be submitted for the remaining 50% of contract. 3.6 GOVERNMENT FURNISHED MATERIAL The government will make available or provide Contractor with the following: Access to UCRD cultural records, or other available associated documentation during regular office hours. 1,483 acres x $_____________ = $____________________ In accordance with the procedures in FAR Part 12 and 13, RFQ 140L3723Q0073 is available for viewing through electronic commerce via the Bureau of Land Management's website at https://beta.sam.gov. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and is the lowest price technically acceptable. A current copy of a Colorado BLM Cultural Resource Use Permit must be submitted at the time of quote. Quotes are due Tuesday, June 27, 2023, by 4:00 p.m Mountain Time.
